Because CCP had to go extra miles to make their expansions more and more up-to-par with modern graphics and still make the game compatible with 10 year old hardware. So now you need at least 4 year old hardware to play the game, while CCP can spend the same amount of resources making the graphics more awesomeGäó.
It's like having to cut X amount of new features because 3% of your customer base would be screwed to make space for 97% of the base. |

Support for shader model 2.0 was discontinued back in november last year. Now your graphic card must support Shader model 3.0 or else it won't run EVE.
