Unless you have proof, I'd just look to your own SE peeps firing on other SE thinking they are war targets. I had a fun little fight (me in a rupture vs 1 maller, 1 crusader a kestrel and a covert ops ship) - Covert ops ship jumped in first and I just locked, scrambled and sent my drones after him. Midway through sentries started firing on him *poof!*

it was only me at the gate - no alts, no other celes, just me. And your Alliance-mate STILL died to concord. Why? Well, according to MY overview, for alliance members there's a little star right where the little star is for war targets. Different colors, yes, but some people are color blind or running in 3000X16000 resolution. I can only speculate that they activated an aggressive module (dampener? ECM?) on one of the other SE pilots by mistake.
So, in closing, please give the smackage a rest. Sometimes we gank you, sometimes you gank us, other times we have good fights all the way around. Just enjoy the fact we're still p!ssed off at SE for their little HED incident and subsequent smacktalk - after all, that is why we declared war in the first place, and now it gives you targets to fight!
