My steam friend just messaged me this image and didn't say where he got it, I'm assuming he found it on the test server?

It is Tech 2 and Visiam, it was on Sisi and not added to the game in favor of the Absolusion and Damnations.
The model is in TQ and can be imported into the fiting window and model veiwer.
It is a very old model.

I take it the "Sparrow" T2 Bantam and "Echo" pirate frigate/fighter have also came and gone?

Yes there is a ton of ships that did not make the cut.
