I hear a lot of complaints about EvE combat, and it seems to me that one root cause is the disparity between PvE combat and PvP combat.
The solution it seems is to reduce that disparity, or eliminate it altogether.
1) Give NPC forces the equivalent firepower of player weapondry... 2) Give NPC forces the equivalent EHP of their ship class... 3) Give NPC forces webs, disruptors, and ECM.... 4) If not sleeper AI, at least have them "run away" if clearly outmatched, and not tackled...
5) Have mission NPC forces occasionally change targets (Aggro)... 6) NPC ships should only drop what they use, or are equipped with....
Re-balance missions so that L1-L2 missions can be solo missions, but L3-L5 are corp/small gang.
There shouldn't be such a distinction between PvE and PvP set-ups.

NPC's are not POD pilots, that is why they are weaker.

You want npc's to fight like players. Here's an idea: fight players instead.
The purpose of npc's isn't to have a simulated pvp battle with a non playing character. PVP is for that. Not npc combat. NPC's are weaker for a variety of reasons, many of which are so obvious you can probably list them for me.

Your fixes are already coming - incursion sites, they can reduce an entire player fleet to wreckage pretty easily.

It would frankly be a huge waste of development time too if you ask me, I mean, if you look at themeparks where challenging pve is actually a core endgame concept it takes them months to develop stuff yet only hours/days for players to break it to farm-able status.
But if you're simply asking for group pve then it's already coming in incursion/present in wormholes.

The OP has a point. The real problem is that Eve appeals to too many different play styles. The playerbase has gotten too broad and too many people are playing.
So, the obvious solution is to limit the different activities players participate in. Removal of PvE is an ok first step, but I would propose that this be followed by removal of industry, to include mining. Obviously, at that point sec status of different systems would become pointless, so everything should be made 0.0.
Something along the lines of CoD arenas should be narrow enough.

Really? Is that the excuse? They are not Pod Pilots?
This is a reasonable explanation for Pod Pilots being in control of massive ships which would otherwise require full crew complements, but other than that, NPC's especially Faction types, should have comparable technology. Artillery should hit like Artillery, Lasers like Lasers, not like nerf bats!
Players will still have advance knowledge of what they will be facing, and will obviously farm these missions, but they will do so using PvP fit ships.
There is far too much of a difference between the two forms of combat, so much so that those that have grown accustomed to PvE have an issue with engaging in PvP.
Here is my Ideal scenario:
A small fleet enters Lowsec to engage an NPC mission, while doing so, a PvP Ninja Salvager shows up with his PvP Pirate friends. The Scenario suddenly becomes a three way engagement with the NPC adjusting aggro upon the interlopers, and the two player groups are both fit somewhat equally (PvP vs PvP). I'm just removing that overwhelming PvP vs PvE advantage.
