yes. it starts in Arnon, which is Gallente space.

One of the handy features of SoE epic is the standings boost at the end, which unlike mission boosts does not come with negative effects. The boost is strictly FOR the race you pick to help at the end. Since it is a percentage boost based on the standings difference between your current and +10, it helps negative standings A LOT. It's why you see the arc being run by big ships.
Diplomacy skill is reputed to take high negative standings down to a manageable level, your ship isn't lost upon entry.

This. If I remember correctly, having diplomacy to V prevents you ever being KoS in empire, unless your sec stat is low.

for anyone older than say a month it is pretty much a waste of time and most of the time is spent traveling.

Depends. If you do it in a quick and agile ship it doesn't take too much time and you get a very nice boost to faction standings. I completed it recently just to contribute to the standings.

You need to make a hideous number of jumps... but it's still one of the fastest ways of gaining faction standing, well worth it IMHO.

I concur. I'd like to suggest using an imperial navy slicer. Optimal range bonus to kill webbers and scrams before they get within range, no ammo consumption, and aligns like an inty. Perfect.

nope that dont work.. Iwill be -6.00 if i train diplomancy to 5. (Skill at interacting with hostile Agents. 4% Modifier per level to effective standing towards hostile Agents. Not cumulative with Connections or Criminal Connections

This is wrong. The minimum faction standing you can have and still be at -5 with diplomacy 5 is -8.75. Any lower and you will be KOS in that faction space.
Formula:
Effective Standing = Actual Standing + [(10 - Actual Standing) * 0.04 * Level of Connections or Criminal Connections or Diplomacy] |

-10 isn't hopeless at all, i was almost -10 to amarr and fixed it over the last few days.
train diplo (and social) to 5, check out the faction standing repair plan and start off with caldari, then rinse repeat with amarr. doing those tutorial agent missions is mind numbing as hell, but it should give you 3-4 standing points in total, putting you well above KOS, then do the SOE arc.

Certainly not true, as BSS provides a good reliable boost to factions where relationship is beginning to turn sour.

couple of L4 storylines should patch you up. of course, getting there might be tricky :) then again, you might strike a deal with fellow mission runner to split mission rewards (standing specifically).

BSS is so easy a trial account could do it (except the last mission against Dargan).
Team up with yourself, or better yet a friend, and have them do the actual mission while you warp around in your pod, accept and turn in missions.
Btw. faction standing gains cannot be shared so it needs to be YOU accepting the mission.

Well yes tried that a few times.
Osmon, askedin local offering 2k isk per lp till i can use said agent. with all isk rewards from agent returned.
aint had a bite lol.

You probably need to offer more, like say 4-5k isk per lp. SoE LP is fairly valuable and in addition you're gaining standing.
