I have an domi,which I'M using,yet I'm wondering if my skills are good enough for level 4's?

Your drone skills are fine. Tank skills need some work. You'll probably be okay if you're careful about hitting triggers and the like. Use tech2 armor hardeners if you're able to do so.

At a glance, here's a brief list of skills that seem very important.
mechanic 5, engineering 5, electronics 5, hull upgrade 5
These are important fitting and hp skills. My armor tanking is vastly better and cheap with t2 hardeners via hull upgrades 5. You can use faction hardeners, but these are very expensive (generally 10-20 mil each for the low end faction) and not recommended until you stop losing domis frequently in level 4 missions. I also recommend higher levels of the capacitor skills. Cap depletion is a leading cause of domi loss in missions.
To get T2 sentry drones, you need level 4 in the appropriate racial drone specialization (this is a hidden requirement, it doesn't show in the prerequisites for the drone, but you can't deploy the drone otherwise). I recommend at least caldari drone spec 4 in order to use warden IIs. This will lead to a vastly better damage output than drone interfacing 5. Get at least gallente bs 4 (5 is even better and opens the field to a variety of future ships) for another damage boost.
At this point, if you follow most of the above recommendations, particularly the t2 sentries, t2 hardeners, and cap skills, you should have a ship that can survive any level 4 mission (at least long enough to warp out) and do enough damage in most missions to finish in a reasonable period of time. I recommend looking through past recommended domi fits for missioning, especially the "sentry domi" and train skills that allow you to get those fits.
Training up hybrid rails is a fair choice given the up to +25% damage bonus from the domi. Or you might decide that you want a different weapon system, say because you're looking towards future pvp goals or don't want to invest in the "failgun". Artillery or laser beams can be fitted to a domi, though they are seriously crippled on a domi. But if you end up training for the t2 large versions of these weapons rather than rails, it might be worth the bother.
T2 guns are a big improvement over t1, if you can fit them. Weapons upgrades and advanced weapon upgrades are essential, if you're going to fit any serious guns to your domi.

Rails work fine. But if your cap skills are low and or you have a cap tight fit Projectials work just as well. The level 4 racil skills are not need for Senterys but for Heavy tech 2's. If you like Domi Mission running you mite like the Rattle snake at some point too.
Is it a rock? Point a Lazer at it and profit. Is it a ship? Point a Lazer at it and profit. I dont realy see any differnces here. |

can someone confirm this?
I can confirm it's pure fiction. I completed T2 sentries several weeks before getting T2 heavies, and the sentries deployed and fired just fine without those racial specialization skills.

I just deployed and retrieved 5 bouncer IIs with only minmatar specialization 2. So I am wrong now. But seriously, I tried deploying garde IIs after I first got Sentry 5 back in September or early October and I got a message that I needed Gallente drone specialization 4. When I did so, I was able to deploy them. I'm not imaging this.
