Server startup seems to be looping - 5 seconds count down, and then restarts. What's going on???

I't happens pretty regularly. Someone at CCP keeps over-feeding the hamsters, causing them to let off little server-farts. These farts cause the treadmills to start spinning slightly, even though the hamsters aren't running, but are instead lying down and snoozing. As a result, the algorithm that calculates the critical rotational velocity required to launch the servers miscounts, causing the trademark repeating 5 second countdown as repeated server-farts are deployed across the cluster.
I consider this gross negligence on the part of CCP and demand the feeder be fired immediately or I shall terminate my subscription.

Post isn't about the server taking slightly longer to come up - it is about it counting down and restarting the countdown - which would suggest something is not working correctly wouldn't you say???
