I really don't agree about "very little finishing" but I can however raise my bid to 3 bil because the char has some potential for long term development. But it's no where close! It lacks drones, mechanic, and all the basic engineering skills to not neut yourself to death with your own lasers.
This is a half finished pilot specialized for future dread.
3 bil final offer.

I have to retract the bid anyway, but I recommend you keep training him for a month or two if you wanna get a better deal. (at least engineering and mechanic)
