Your Engineering skills are bad, you can't use T2 missiles and your missiles supports are bad, your navigation skills are bad, you trained *science skills* for some reason, and you have Battlecruisers IV. Probably another month of training before you'll be cap stable with a tengu that doesn't cost more than you're asking for the character, and another month after that to get it to a point where it can fly that tengu well.
I'll offer 3b, that reflects the value of the SPs that I'll use. |

Engenering skills are on basic lvl, if they where on lvl 1 that would be bad. Character required 12d to use heavy T2. With less than 23 hours Target Navigation Prediction will hit on lvl4, next come Guided Missile Precision. Science and PI skills indicates that this character is more for WH space then null, BC on 4 will help your buddies on pvp. Besides, if you want to use T2 fit on it, than it is bad character for you.
I agree that he need some time - I did not write this in descriptions, because every each Tengu pilot with less then 14kk sp is a basic pilot and he need some time(that's obvious).
