CCP havent really said much but I would assume (or hope) they are to counter botters.
Warp jamming duration is reduced but theres a chance involved in getting jammed
Frig rats now have a 90% chance of warp jamming Cruisers have a 15% chance of warp jamming Battleships have a 0% chance of warp jamming (unless it is a named NPC) but will neut when you are within 20km -> 25km
Overall it wont affect normal players but it will affect players who focus on bots

Do you have a link where a Dev has said that? My understanding was that the AI update was for ALL NPC's not just the Sansha Incursion ones...

I recently went on a 75-jump sojourn through nullsec with my [cheap-ass basic T2 fit] new Proteus, from Tribute to Cache. The reason I did not deploy drones for most of the belt rats I fought was because I was wasted drunk but more importantly because I was wasted drunk AND I noticed that frigate-sized rats will switch aggro from your ship to your drones.

I'm pretty sure that's still only because you were wasted drunk. It was probably extra rats warping in, or you deploying them before they targeted you. The AI change hasn't hit the live servers, for one. QED, the NPC's weren't switching targets.
ALL NPC AI with EXISTING NPCs will function exactly the same as it did before the patch.
ONLY THE SANSHA INCURSION AI IS BEING CHANGED! -------------------

not quite.
If you're not in an incursion system, then then there will be no change, true.
However, if you are in an incursion system (note: not just an incursion site), then the belt rats will be replaced with new AI ones.

This smacks of load-testing a globally updated AI rollout. :) Not that I'm complaining. The AI on NPCs could probably use a hike... but it will set the cat amongst the pigeons for ratters.

Well, technically, the new belt/gate NPCs aren't existing, and are going to be new NPCs based from the Incursions, and thus my statement was technically correct.
However, you are right to point out that not all NPCs in existing locations will act the same. Some people even if they never participate in an actual Incursion, may still encounter the AI in a belt/on a gate. Initial reading comprehension fail on my part -------------------
