It seems to be true after my alts reactivation.
But I remember back when this wasn't the case. Skills would continue to train after going inactive. When was this changed? nom nom nom |

It was changed a couple of expansions ago. Skills now train for 3 days after the subscription runs out then stop.
The same is now also true for R&D agents. After 3 days you will stop gaining RPs.

I suppose the R&D part makes sense since CCP wouldn't want you making isk with an inactive account. But SP doesn't relate to isk but rather an incentive for a player to resub if they had a long skill in training. I distinctively remember a CCP saying that once.

'Ghost training' was heavily abused; many people (especially those with two or more accounts) trained their long skills while being subscribed, so CCP plugged the hole.

Its an incentive to keep the account active. Giving out free SP is counter productive to CCP's wallet, one month paid is more then 1 month that could be paid if you resub. CCP basicly had to HTFU and change it, because as a working business incomming revenue for 60 days for a Titan 5 was more then 2 months of free use to fly it later with a paid sub, 12 months - 2 months ghost training = 10 paid months or 12 months paid of training and flying the ship in a year. Yeah, real shocker that things change after them being so cool until its abused and starts to hurt your profit.
