Played eve a while back and never realy got into the swing "properly" downloading and instaling as i type now. I remember a while back using a third party program to help track and time my training/upgrades while not logged into the game all the time. Are these third party programs in use and are still usefull?
Any tips to help me on my way would be usefull. Going to start fresh as i cant remember a damn thing about anything hehe. Also would love to find a group of like minded people to play with in the near future so any fleets/guilds/clans recruiting that dont mind a newb hooking up for the ride would be awsome!
See you all soon!

EVEMon and EVEFittingTool are too great utilities to help you out. Also if you're a noob like me battle clinic can sometimes help you with ship load outs, although take them with a grain of salt as not all are perfect.

Do the Tutorial, then complete all of the Career Agent missions. After completing missions for all 5 Career Agents, go do the level 1 Sisters of Eve Epic Arc.
Completing all of that will give you some good insight and basic experience to get started on the game again. It will set you up with basic skillbooks, implants, ships, modules, isk and standings. After that you'll have a good idea on what type of career you want to do.
Good luck and welcome back to Eve.

There is no way around the deletion timer.
Any particular reason you wish to start over again? Those SP trained on your old chars could still be useful.
Note that the new char creator will be implemented next tuesday. So don't put too much effert in creating your char as you will have to do it again in a much shinier version, anyways.
Also: Welcome back.

Why don't you just use them?
If you haven't done all the Career Agents Missions for every school in your faction you could go to the schools for your factions ally - or it's enemies.
CCP will also sometimes reset the Tutorials for people.
If they all ran through the career agent missions and you want to do it again ... you could just create a trial account and do it with them rather than delete a character.
I can't see any reason why you would feel you need to delete a character just to get started. There are other reasons for deleting characters ... I've deleted several ... mostly for unfortunate naming choices I didn't realize until shortly after creating the character ...
I would assume however that you do have at least one main character - and can't see why you can't simply start playing with that one.
As for the Crash Course (learning how to fly your ship) - it is listed under the Help/Tutorials/Your First Days button in your Neo Com (the buttons down the left side of the screen) and can be run as often as you like.
Be aware that deleting characters because they have bad standings can get you in trouble with CCP.
If you still want to delete a character - yeah - you've got to wait. It's a built in mechanism I assume to save CCP from having to respond to petitions to restore characters people changed their minds about.

Before you delete your characters check first in game your skills.
Look at the skills page a bit below the rabble of when you are born, there should be a number there which indicates you've got some SP points to spend on your skills.
These are from the removal of the much hated learning skills. Would be a waste if you tossed out a nice character with lots of free"" SP skill points.
Also why train again what you have trained before? Just a waste of time imho.
