My corp was clearing a belt yesterday, hauling loads of ore. After a few hours an ass shows up in an industrial, and starts to loot our containers. He is warned but continues, we send fighters to take care of him. Of course after the first shot police starts showing up, myself warping in a bit late gets struck by the "invisible belt" bug, so I can see nothing in the belt, no rocks, no police, no offender, no corp members, no nothing, just like there was nothing there. Warping out and in, nothing.
Relogging, aah, f--k now there is 9 police there and still the theif. Locking and scrambling and starting to fire, damn my scrambler was not set on autorepeat so he manages to warp out to regain his strength. I'm attacked by police but manages to flee.
Theif back in belt with full shield and damaged armor. Warping in and same thing, but this time with autorepeat on. Hammering him with hybrid shots and heavy missiles he goes down to 20% armor while I'm being attacked by police, ofcourse trying to kill an heavy industrial for the first time, or killing another player for the first time in anyhow, I'm not so experienced and I ran out of capacitor right before he's destroyed so he manages to warp out.
While taking on the theif the police been nagging on me, now I'm warpscrambled and police pounding me intense. To escape I have to kill two police frigates and a cruiser, as soon as the cruiser is destroyed I can warp out too lick my wounds, 30% armor and 60% hull left. Luckily I had repair modules to fit after so no cost in repairing my badly damaged Moa cruiser.
Anyone got the feeling police never run out of capacitor?
All this leads to us loosing one cruiser, all who defended our resources dropping in status, myself by .8
Why work when you can steal and get away without loosing status? This is not the only unbalanced part I've heard of in Eve.

NPCs never run out of cap or ammo/missiles...
Some allies lost an Omen and a Maller to this - they shot an ore-thief and were warp-scrambled and webbed in 0.9 space. The police couldn't really hurt them, but they couldn't escape either. As they didn't want to take the hit on their standing they had to eject and abandon ship :/

What I dont understand is :
Why do you leave containers with ore in ??
Problem solved = have 1 Industrial at the field at all time picking up all ore. The only time a thief can ever have anything is the time it takes for the indie to unload/comeback to field ..
I have never had any problems with ore-thieves.

When this happens to us we send five cruisers or so out to the belt and wait for the thief. Then warpjam hij and web him, and demand a fine. Usually about 200K. This compensates for damage and stolen goods. If they refuse to pay we blast them. Indies dont last long with 5 cruisers smashing them up. Police dont do a lot either :) just get the numbers and your thief probs will be over.

hehe, now that would be funny, Keep him in stasis web and scrambled and make him sit there and watch your entire mining operation for 3 hours straight as punishment.
even if he logs, when he comes back on net him again right away. He'll think twice about doing it again.

Try lockable containers. supposedly the medium ones are able to be locked.

We never had such a problem, since we figured before going out on operations, that some scum would try something like that.
Plan ahead, and you wopnt have those situation. Theres a couple good suggestions here. Use them.

Sure, we have 2 or 3 large indys hauling ore all the time, we just mine so much nowadays with our cruisers they are starting to have a hard time keeping up.

I like that, thanks for the tip, that we will do in the future, but I'm gonna fine 500k >:) . This guy we will most likely kill now after our war on his corp is voted through though.

Yes, I'm collecting the suggestions now ;) Never had the problem with an indy showing up, just the occasional lone miner, them no probb, they know they cannot last for 10 seconds.

This really is a big issue. Pirating is part of the game, but it is illegal. Stealing other peoples cargo should not be something u can get away with. So either police see stealing cargo as a crime and deal with it, or at least allow us to OR change the container system.
I havent tried them out but u can buy cargo containers on the market, I have also heard that these can be locked by a password. This does not solve this problem. The crates take up space on your ship, u would need several indy loads of them to keep all ur ore in them. Indys would take much longer to go thru them all, and the small amount of ore in each one would make the whole idea imposible.
So my proposal is this: Make two types of containers. A PUBLIC and a CORP. Simply the public container can be used by anyone, the corp container can only be opened by members of your own corp. When you jetision ore you choose which type of container.
Its that simple!
This allows corps to mine without idiots stealing cargo. People not in corps but group mining can still use the public container. And I cant see any reason why this would be hard to put in the game.
I would really like to see this system or any other that solves the cargo stealing problem.
A reply from a dev on this would be cool :) ----- Eris Discordia; I think the proper term is <3

If you attack the thief, the best case scenario is that you lose security rating when you destroy them and escape the police in time to dock. Worst case scenario you lose your ship and security rating and they steal the ore anyway.
I have another solution with much better best/worst case scenarios. DESTROY YOUR OWN ORE CONTAINER before they get to it. Just lock it and fire when you see that the thief intends to steal.
Worst case scenario you have lost the ore but the stupid thief stays and you have to move your operation. Best case scenario you have lost the ore and the intelligent thief leaves with the knowledge that there is no profit to be made from you.

Here is a nifty little bug - just one of 1,000,000,000,000,000,000 others in this game:
After taking armor/hull dmg, simply log out all the way (wait about 2 min. till your ship pops) - do not dock or leave the system you are in. When you log back in, you will come back with full shield, armor, and hull.
Nice glitch huh....
Now how about that surgical strike/dmg mod stacking bug....

Bleh if it's possible all that needs to be done is:
The person who dropped the can is the owner of it. Anyone can open it, but anyone who DOES open it, sends a message to the player who created it saying:
Character X is looting from your cargo can would you like to retaliate?
o-YES o-NO
If you choose yes, the offending characters security rating goes down temporarly. And cops will not interfere with you for attacking them or if they do, it will be by them warping in and helping you bring them down.
After perhaps ten minutes, the security rating goes back up again to .1 less than it was before the incident reflecting the occurance being marked on thier record.
So for example open a can without permission the person can select to retaliate, your SEC rating even if it started as +10.0 goes to -10.0 for ten minutes meaning your open to attack from anyone pretty much who feels like it. After ten minutes your sec rating would be 9.9 instead of 10.0.
Anyone else think it could work?

Unfortunately, having someone take a temporary change to security status will just open up a whole new approach to griefing. It's sad, but any steps taken to correct a problem in the game have to be looked at in terms of "Does it create a new way for player X to grief player Y?" Imagine the player that feels like leaving a little ore scattered around the belt and just wait for the unsuspecting new player to come along thinking they are just the unwanted stuff left behind from killing the NPC pirates. Now it will be open season on them. This might be workable with some additional restrictions placed on it.

Do you have to be down to armour/hull damage for it to work?
Last week I was toying with a few pirates and crashed - when I came back I had tons of damage and none of it was repaired.
As for shooting your own container, what if you have 100K ore in there? No point destroying 100K ore if someone can only steal 16K or so.........
I've never hung around to fight cops after a, ummm, security incident, so I have no idea how strong they are.
Can they be easily killed and do more cops come if you kill the first lot?

I think the ability to steal ore is not too bad a thing, you must remember that jetted cargo comes free with a pop-up space-can container, surly you dont want a lock on this too do you?
Besides, think how many corp wars have started because people have taken just a little too much :) (Or really taken the pi*s and arrived in an indi to raid the can)
A really nasty thing thing that people 'could' do is to just fly into a roid belt and blast the ore collecting cans, to deal a blow to a rival corp.

I don't know if this has been put forward. If it has I applogise for repeating it:
Why not have a container you are filling up have few things associated to it: 1. Container belongs to the corp/gang you are part of at the moment. 2. There is a time limit on the ownership of container. Say good for one hour from initial creation. 3. If someone from corp/gang is within a 100 kilometer distance of the container created by the corp/gang it belongs to them. The second no one from corp/gang is within 100 kilometers it becomes fair game FOREVER. And then anybody can take it. This would cause somebody mining in a probe to be cautious about leaving their containers alone when going back for their indie. 4. If someone not from corp/gang tries to take stuff from the corp/gang container it is like a mini (and instant) declaration of war by that person (and that person ONLY) on the corp/gang the container belongs to. This way no cops interfer.
Feel free to disagree. I am sure there are holes the size of a Mac Truck in there somewhere.

This is just one of those problems where people need to just deal. Look at what you are already given, an unlimited supply of 27,000m3 containers to consolidate items in space.
From a development point of view, it seems this was implemented to accommodate those items put into space. Imagine trying to fly into an asteroid field with 3,000 individual units of Scordite ore floating in space or collecting up 100 individual rounds of ammo. The containers were a simple way to help make things a little easier.
Aside from game mechanic issues, owner ship of ore is only defined by the hands that hold it. As a character, when you choose to jettison, flush, or expel something into space, you basic give up ownership rights. Now if you want to jettison something and allow it to float into space until some point in the future you can come pick it up, then you need realize it is free to anyone who can salvage it. Otherwise, the next step will be demanding an Asteroid be claimed as long as mining lasers are pointed at it or expecting no lawful retaliation for blasting someone who dare mines an Asteroid you have found and claimed.
There are many alternatives, as players have mentioned, from locking cans to just keep it inside a ship. Use those methods and stop complaining. If you have an Idea, post it in a constructive method in the Idea Lab Forum.

I am not the fighting expert, however, isn't another factor to consider the damage type?
Lasers only do Thermal & EM (Great Against Shields, but poor against hulls).
Hybrids only do Kinetic and Thermal (Middle of the road)
Projectile Ammo, has the widest assortment, including the explosive range.
Anyways, the thought was just because the damage may be equal for each of the ammo's, shouldn't you take into consideration target resistances?

Better:
Someone is delivering something to shop. Supplier unloads the cargo from truck and put it on the street in front of the shop. Then suddenly someone shows up and steal some of the cargo. What would you do Axelay ? Because I would chase thief and beat the **** out of him. And I expect police to help me in this. Not to arrest me. It's not about being or not being carebear. It's about simple right to defend your property.

It's kind of like the following: Say I am out in the woods chopping down a tree to make me a fire. I pile the wood about 10 feet from me. Someone, who I don't know from Adam, comes waltzing up and takes my firewood. I did all that work and the boozo takes my wood. I could beat the holy crap out of him but he will more then likly report me to the cops for assault and battery. And thus I get a criminal record (security hit).
The astroid belt is a community belt and is not owned by anybody. Kind of like the forest where I'm chopping down trees.

How about this one? I think its better that all y'allÆs examples.
I like to fish and drink beer. It's kinda like mining and drinking beer. When I catch a fish, I take it off the hook and put it on a stringer, which I place in the stream/lake/livewell next to me. (Still with me? The fish is the ore, the stringer is the cargo can) If I get drunk and wander away from my stringer, IÆm a dope and deserve to have my fish stolen. However, if you get drunk and try to steal my fish while IÆm sitting right next to it, IÆm going to ***** you over the head with a (empty) beer bottle. The Sheriff is a fisherman too so heÆll say you deserved it for trying to steal my fish, and heÆll probably haul you in for public drunkenness to boot.
WhatÆs my point you ask? If you are within 1500m of the can and have it ôopenö, it should be ôyoursö and no one else should be able to open it or remove items or you should be able to open up a can of whoop ass on someone who does with no threat of police intervention. If you move out of 1500m range or close the cargo window, itÆs fair game. When youÆre mining along a belt itÆs easy to ôhopö your cargo along with you if you go slow (move 1000m from the can, jettison a new one, transfer from the old can to the new one, repeat). I think this would satisfy both sides to a reasonable degree, except of course those who make a living stealing others ore, and those folks are just dirtbags anyway, so who cares what they think.

Scrambling and taking a fine is out of the picture seeing how they are making it a hostile act in the next patch, so the cops will show up. So, one less way of protection.

Yes happened to me when 2 newb corp ship's came past and stole lowbie pirate loot and ore.. I locked and sheild striped one b4 he warped out..
few secs lateer there are police on me and I warp out and they follow.. I close eve client mid warp as police follow..
It sucks but I reckon the "Aslong as the can is open no1 else can take from it" option. But I also agree there should be some recognition in the game that thief's take a sec hit.
I stripped the newb's armor and lost a whole 0.1 sec while he got away scott free.
As I understand it now the Police remember your ID if you try a log while they are in persute and your ship also takes longer to log out.
Just great news in certain situations for the evul ppl

Agree, stealing should be possible to some extendt but you should also be able to do immidiate retaliation. Not wait for some 48 hours before going to war.

They should make opening cargo cannisters a bit like breaking the plastic wrap on a courier mission. If you're in the same corp or gang you can open it without a sec hit, if you're not then you can still open it - but of course take a sec hit (if the owner is within a certain range).

Simply make it so that no one can open anothers container if the owner currently has the contriner open and is looking in it This way when indies or other corp members come up the owner closes the continer and now the ind can open it and remove the stuff.. Then the container is fair game unless the original owner opens it again and continues filling it
