When I place my extractor heads it shows that I should get 33k units per hour, but when I install the program it drops to 22.6k units per hour.
Any thoughts on what I may be doing wrong?

Welcome to the new system. Before installing the heads it will give you an estimate and will not give you real data until you commit.
I belive your plantelogy skills help better the estimate, but I do not recall, prior to this patch I used to "extractor bomb" the area for the best yield.

been having this problem as well.
was told by some people that its a known bug from sisi... no one was sure how to get around it though :(

I have the same problem. I collect suspended plasma and ionic solutions from 5 storm planets (making rocket fuel). The extractor heads are confusing me too. I set them up to pull 12k an hour for 10 hours and when i click install program the ionic solutions drops to 9k an hour and the suspended plasma jumps to 14k an hour. I have no idea at all how to set up my extractor heads because i never know how much they will extract. I'm missing something, a button, a graph, something but i can't find out how much im extracting. Any help someone?
BTW: I like this new PI system. I think it will be more efficient for me in the long run. Im definetly not complaining, others are doing plenty of that, but it has me very confused.

I figured this out. It's a bit more work prospecting when you set up but once you do i think its more efficient. At least for P2 items. What i did was to set down an ECU and place 1 head to find out what was going on with the extraction rates. What i found was the extraction is exactly the same as the old system. The high points in your planet scan never represented the true high points in the planet, it was always a bit off and you had to spam extractors around to find the 'sweet spot' where you would get the most per extractor. Nothing has changed, you simply have to prospect with 1 head and install the program to findthe real extraction rate. What the graph is showing you when you slide around is what the scan shows you, ignore it. Click install program and check what the real extraction rate is. Once you found the best spot for your extractor just place as many as you need around that point. You can put your ECU very close to your command center or launchpad and save piles of energy/cpu on long links to your extractor groups. I was able to add 2 more basic and 1 advanced processor and keep them running 24/7.
