Throwing together an expendable Battlecruiser. Expecting to work in small fleets with both friends and pick up groups. So my desighn is intended to be flexiable. Please comment, with suggestions or critiques.
Hi: 7x Focused Medium Pulse Laser IIs, 1x Gang Assist module (Evasive Manuvers) Mid: 10mn Afterburner II, Tracking Computer II, 2x CR IIs Low: MAR II, DCU II, 2 EANMs, 1600mm Rolled Tungestin Plate, Heatsink II Rigs: CCC, Auxillary Nano Pump, Energy Collision Accelerator
Had to use a 3% implanet to get everything to fit. And usually wouldn't go with focused medium pluses, but was having a real pain fitting the gang assit module with both weapons and tank. Downgrading not only let me fix the 1600mm plate over a 800, but freed a rig for the damadge bonus.

Additionally ditch the bad rigs, trimark up, and consider 2nd heatsink rather than explosive plug if you have good logi.

Sansha Rats and Incursion rats are completely different.
They shoot ALL damage types, the same way sleepers do.

Seriously, give me some of that hash your smoking because its clearly some really good ****.
I mean ****, it makes conflag good ammo, sleepers drop actual loot, passive armor tanking PvE a GREAT idea, incursions not give anything (NO CONCORD LP AND ISK AMIRITE?) and sansha incursion rats ONLY shoot EM/THERM , and Class 3 wormhole drop ONE BILLION ISK each site!

As the first couple posters have stated, local tanking is a bad idea, your fleet should be running remote rep. A logistics will help, but you will still need remote rep for when the Logi gets aggro.
speed tanking generally doesn't work in Incursion sites.. the reason for this is the remote rep coupled with the fact that the rats will web someone in the fleet causing everyone to slow down in order to keep everyone in RR range. So you can toss that afterburner if u wish.
You are however on the right track with you tracking speed mods. Incursion rats are notoriously hard to hit.
Also, confirming that Incursion rats do OMNI Damage.

but gang mods are not a "must have", good remote rep however, is. If you are not sure that the fleet has enough rep already, go with the remote rep.

I've modified my desighn based on the advise given in the thread. It's still not exactly my ideal desighn. But it seems to be starting to come together, and well.. time seems to be up. So this will be flying tommorow after any last moment tweeks.
Hi: 6x Heavy Pulse IIs 1x Medium RR II 1x Small Nos II Med: 1x Stasis web II 3x CR IIs Low: 1x DC II 2x EAMN IIs 1x 1600mm Rolled Tungestin 1x Tracking Enhancer II 1x HS II
Rigs: 1x Ancilliary current router 2x trimark armour pumps
The nos fills a empty slot. Bigger would be nice, but pg is running tight as is. Too tight for anything else I could find to put in high, with any use.

it's not bad.
Does that ship have an explosive hole in the armor resists? if so I would drop one of the weapon mods and fill it.
A bigger buffer would serve you well also, if you can.

Not a hole precisely. Explposive is within 2% of Kinetic. Their both lower than the others by a margin however. Another EAMN II looks like it would be good, almost 25% more ehp. Let me run some tests, see which is worth more to keep. The weapon mod, or the DC II.
