Hi,
I played for less than a month after I bought the game but then I quit. Well now back and I was wondering should I just start a new character? Since I heard some of the old skills are gone and my current char has got points all over the place. I just logged in to my old char and noticed that I've got unassigned points. Is that from the skills that were removed?

Correct.
Don't create a new character. All the skills you currently have (even if they're "all over the place") will be useful. In one month of training you won't have had the option yet to train useless/irrelevant skills. Plus you have the unassigned skillpoints, very useful to put into something you want now rather than later

Ok thanks for the info. 1 more quick question, well technically I suppose its 2 
Are stealth bombers still useless? Thats the impression I got from google although most of the info seemed a few years old. (if yes ignore number 2)
How long does the training take to be able to fly stealth bombers efficiently? Are we talking weeks or like 6 months?

SB are super useful. Almost essential for 0.0 living. Does not take long to train (1-2 weeks from zero) except for missile skills. Training the torpedo and bomb skills comes on top of that.

If you start with a new char you will be able to sit into it after 6 month. You wont hurt much and you wont be able to fit it properly.

Yes you can ignore the learning skills, they no longer exist. EVEMon is lagging behind don reality atm. So is EVEHQ. In reality you will train a lot faster than the plans say now. 6 months really is nonsense. You need only need racial Frigate V and Electronics Upgrades V (and some other non-L5 skills) to fly a SB. I would like to point out that new chars still don't start with electronics or engeneering at lvl5.

You need Electronics IV for Covert Ops Cloaking Device II Engineering II for Electronic Upgrades V
So you can get away with these skills at L4, which will take about 10 days.
While it is a meme in EVE you don't actually need to play the game for six months to be able to do anything.
A fully T2 fitted SB with leet fitting skills will outperform a crappy fitted SB but it'll get the job done.
That said it IS strongly recommend to get those basic support skills up to L4 or L5 ASAP as they will help you fit and fly EVERY ships in the game. Getting them all to L4 will take a month or two but will get you in the range of veteran player capability.
Here's a short list: * Electronics Skill (5% extra CPU/level) * Engineering (5% extra powergrid/level) * Energy Management (increases cap capacity by 5% per level) * Energy Systems Operation (decreases cap recharge time by 5% per level) * Mechanic (5% bonus to structure hit points per skill level) * Hull Upgrades (5% bonus to armor hit points per skill level) * Afterburner (10% bonus to Afterburner duration per skill level) * Navigation (5% bonus to sub-warp ship velocity per skill level) * Acceleration Control (5% Bonus to Afterburner and MicroWarpdrive speed boost per skill level) * Evasive Maneuvering (5% improved ship agility for all ships per skill level) * Fuel Conservation (10% reduction in afterburner capacitor needs per skill level) * Spaceship Command (2% improved ship agility for all ships per skill level) * Weapon Upgrades (5% reduction per skill level in the CPU needs of weapon turrets, launchers and smartbombs) * Advanced Weapon Upgrades (Reduces the powergrid needs of weapon turrets and launchers by 2% per skill level) If you plan on shield tanking : * Shield Management (5% bonus to shield capacity per skill level) * Shield Operation (5% reduction in shield recharge time per skill level) If you plan on armour tanking : * Repair Systems (5% reduction in repair systems duration per skill level) It is also highly recommended to train Drones as they can be used on most ships : * Drones (Can operate 1 drone per skill level) * Scout Drone Operation (Can use light and medium combat drones, drone control range increased by 5000 meters per skill level)
