Scorpions with full racks of amarr jammers.
A single scorpion with descent ecm skills can keep an entire low level incursion permajammed as well as greatly reduce the incoming DPS in even a large site.

This is wrong.ECM works on all pve,tested it and it works.Try it and you will see.

Confirming that this is a valid tactic in larger fleet in conjunction with proper fleet coordination. That that was with just one Scorpion.

All ewar works in all PvE, although not always quite the same as if you did it against a player (most notably, rats don't care if they have zero cap). The problem is just that most classic PvE is built around a philosophy of tons of very ineffectual rats, so there's little to no point of using ewar because there's just too many of them for one or two jammers/damps/TDs to make any difference.
