An Idea I've been tossing around, since playing Minmatar. I'll tell you, nothing is more irritating than having split weapon setups on your ship. From a balance standpoint, I understand the reasoning; damage can be balanced by this configuration.
Then again, if properly penalized, being able to swap hardpoints, for instance swapping a turret hardpoint to a missile hardpoint, could be beneficial to many ship and mechanic in game.
Proposal I propose a few new Rigs be added to the game. These come in small, medium, and large varients and read as following;
Quote: Turret Rewiring Rig Installing this rig turns one Launcher Hardpoint into a Turret Hardpoint.
200 Calibration
and
Quote: Launcher Rewiring Rig Installing this rig turns one Turret Hardpoint into a Launcher Hardpoint.
200 Calibration
In essence, this allows a players to further customize their hardpoint configuration, though at a heavy penalty. Firstly, if all of the calibration was used in a Tech I ship, only 2 Hardpoints could be swapped. This would also mean that no more rigs can be used on the ship! Furthermore, if only a single rig is used, it would reduce the calibration available for rigs by 200 for Tech I/III and 150 for Tech II.

The idea itself is good, tho it seems to be targeted at ships that have both turret and launcher hardpoints. They'd be pretty useless for ships that have only turrets or only launchers.
It would be better if these rigs added a turret or launcher hardpoint without converting anything, as long as an extra high slot is available.
This has potential to significantly increase damage output on some ships, specifically Marauders and various faction ships.
It is my believe that over the years EVE has granted too many defensive advantages and kept the offensive advantages low. This is just the type of thing we need to encourage PvP in expensive ships as well as promote small gang pvp instead of blobbing.
However, I'm skeptical that CCP would consider this idea since they appear to be suffering from severe case of damage-phobia

There are remnants of such rigs in the database but the devs decided against it. I must admit I would love to have a Sleipnir with 8 turrets or a Tempest with 7 turrets.

This idea has merit. Anything to make ship setups more dynamic.
Idea needs to be fleshed out more, but I really like the basic concept.

Personally, I tend to prefer missiles, so I find it very irritating when I have to add turrets.
Here's an example; If I am flying a Merlin, In lieu of any regular rigs(shield rigs, speed rigs, or damage rigs), I could mount 2 Turret hardpoint rigs and run 4 turrets instead of a split setup.
I think it could work, but an additional drawback may need to be added. Thoughts?

How about rigs converting a hull's bonus to another turret bonus, with a penalty in the boost level?
So about that autocannon thorax... the rig converts its hybrid bonus to a projectile bonus, but at half the effectiveness of the hull's native 25% (at cruiser V), or 2.5% per level.

WTB Raven with 8 siege launchers. Nifty, certainly, but there might be balance issues with a ship that can overload to 2000 dps.

Nobody ever complains about ships overloading 2500 dps tanks - which is fairly easy on t3 shield tanks.
And my best Vargur setup tanked 4500 dps.
You can setup passive tanks with 2000 dps recharge
