If an alliance wanted a constellation jammed (for say capital ship building) and an Incursion just so happens to be in that constellation; how long can this be taken advantage of? Will the incursion eventually leave if it is not defeated? Can the alliance's jump freighters feel safe jumping through jump bridges and not being wtfpwnd by sansha rats camping (cloaked) on the JB? (most probably not). It looks like you would want to keep an incursion in your area if you were building caps.

The Sanshas cynojamming also prevents you from using jump bridges.

Won't you, along with SYS-K, be the first to cry in this case? Although with IT cascading it's not long before "off to empire" for both alliances.
Anyway, in my opinion, all important places already have cynojammers and tbh it's not too pricy to run one, so incursion will be irrelevant. |

Its not that the alliance would be avoiding the cost of a cyno jammer. The thing here is that a cyno jammer is WAY easier to take out than an entire incursion with half DPS and armor.

Not really as it also stops you getting your caps in at the same time (jump bridges are also put out of action). Any 0.0 alliance looking to either build or stop others from building caps can feild a sub cap fleet capable of taking down a pos.
Sure an alliance could keep all its caps in the systems in question, but wouldn't be able to get them back in if they took them out and also would suffer a massive loss of ratting income through the nerf to bounties resists and dps. Logitics would be way harder as no jump bridges/jump freighters and an enemy could quite easily camp the gates into the const.
I can only see it being a good idea if you had all the minerals you need to build the caps already in system, had carriers permanently in system (have to get them in before the random incursion happens so means leaving caps there "just in case") and were sure you could feild a superior sub-cap fleet to the enemy.
