I'm trying to set up some corp public contracts at Jita 4-4, of course i don't want to pay 919m isk/month for a office, so the game won't let me...Yet i see multiple corps doing this, and i checked and they don't have any offices there. Is there some way around this? Or am i doing something wrong? I'm talking specifically WTB contracts.

You can only corp contract items located in office hangers or deliveries.

Contract the items from a personal hangar to the corp. Accept the contract for the corp. Create contracts from the corp from the deliveries hangar.

Well, i can see 3 different corps doing this right now, but not one of them has a office at 4-4, and they're setting both WTB and WTS contracts...So there must be a way somehow, i tried contracting a item to the corp...but it never gives me the option to accept it.

Check for contracts available to your corp. Alternatively, issue a private personal item exchange contract to yourself, and then accept it on behalf of your corp. This transfers items to the deliveries hangar (for 10,000 isk per contract in broker fees).
You should be able to create WTB contracts regardless of whether your corp has an office iirc, but I can't say I'm entirely sure about this.

When you contract items to corp, accept on another alt, or ask someone else in corp with roles to accept for corp
One the items are in deliveries you can issue corp contracts from there without an office

The person accepting the contract on behalf of the corp has to be different from the person issuing the contract.

create contract -> on behalf of corporation for a wtb
if it is a sell, you just contract it to yourself and accept on behalf of corp, then contract from deliveries.
difficult, I know. 
edit: you need the roles though, which could have been your problem
