Keep in mind that most common flatscreens can't display more than 60fps anyway.

Fixed.
Get a higher framerate and the screen may tear at times.

Anything over 60 is making your videocard work and heat up for NOTHING.
v-sync is the option in your control panel video settings that caps this at 60. turn of V-sync if you want to make your card work for nothing. |

Eyes see atleast 60fps
Humans (or everyting else with eyes) do not see in frames.
Quote:
The human visual system does not see in terms of frames; it works with a continuous flow of light information.

I know a guy who can, using his old CRT, estimate his framerate +/- 5 fps as long as fps are below ~120.
I can't see the difference from ~50+ myself.
It really depends on how good your eyes are, I suppose.
Still, if you have a flatscreen, chances are more than 60fps, as mentioned above, are bogus. Always limit FPS to your screen refresh rate, more just burns your GPU.

I know a guy who can do this with any frame rate without errors.

Eyes do not have a sample rate, thus, the FPS discussion is irrelevant.
The eye can, however, detect flicker at somewhere between 60Hz 100Hz. This means it can most likely detect changes at the same speed. That doesn't mean we can see 100 changes per second, but that the picture will look smoother to us.
A movie, going at 24 frames per second, usually has some kind of motion blur as a result of long shutter times and fast-moving objects.
A computer does not have that advantage (well, it is possible to simulate it), but can instead generate insanely high frame rates. Thus, the higher the frame rate, the closer to reality we get. that doesn't mean we can tell the difference between 50 and 100 FPS, but it does mean that higher frame rates look smoother.
