These ship classes have bonuses that mitigate said requirements. The classes are Covert Ops Frigates, Stealth Bomber Frigates, Force Recon Cruisers, and Blockade Runner Transports .

Go missioning or whatever in low sec or 0.0, bad guy enters system, you warp off to a safe place and turn on your cloak until he gets bored and leaves.

... and Strategic Cruisers with a Covert Reconfiguration subsystem.
Covert cloak capable ships also all have Jump Harmonics = 2 attribute, so they can be bridged by a Black Ops covert portal.
All the non-covert cloaks also have a max velocity while cloaked penalty (the Black Ops ships are the only ones with a bonus to counter this).

As stated above, only a select few ships can fit cov-ops cloaks. They all have a large trade off vs a ship that cannot fit a cov-ops cloak
Take for example the blockade runner They have lower cargo capacity, and higher fitting requirements then a regular tech 1 industrial. But they are the only industrials that can fit cov-ops cloaks, so that's why people use them.
and further more why do i even need a sig? |

There's huge differences between the cloaks, fitting requirements, targetting delay after decloaking and such.
Here's a list of all the available cloaks and their differences.

So what would be the Pros/Cons of using a Gallente Blockage runner such as the Gallente's Viator vs the Gallente Occator which is just a standard transport ship.
So is a Blockade Runner considered a Covert Ops ship, or will my max velocity be penalized while I am cloaked?
I don't understand Jump Bridges, I thought that is something only a POS can do?

The covops jump bridge is something a blackops ship sets up. Only really a 0.0 PVP combat tactic, and a viator is a support ship for that tactic. Titans can also set up a similar jump bridge. The POS ones require sov in 0.0 and are always on.
deep space transports = good tank, lots of cargo room, 2 built in warp core stabilizers blockade runner = lighter tank, minimal cargo, covops cloak (ability to warp cloaked) is the most reliable way of evading gatecamps especially in lowsec
For regular hauling, the in-space activities these ships should be doing is undocking, docking, preparing to warp, warp, exiting warp, and jumping. An active regular cloak doesn't let you do any of these. An active covops cloak allows you to do all the warp-related activities. The big question is if in your own circumstances a ship that can fit a covops cloak will otherwise meet your needs.

I am trying to find the best one for Hauling out of a wormhole.
I'm using an Indy V to get stuff from the field to the POS, and then I need a way to transport it out of the WH.

Also, probing in T1 ships in wh-space. Launch probes (move off) cloak - start probing. Which was why I starting using 5 probes as standard, no need to decloak to add another one if need be.

Don't get confused by black ops bridging and whatnot, it has nothing to do with what you are trying to do. The main question is, does your wormhole have a static high sec exit or not. If its static high, then it doesnt matter what ship you use, just warp to the exit and go. If its low, use a teansport that can warp cloaked to go through low sec. You should hardly ever be caught (except in some systems, amamake comes to mind as a bad one).

There is a number of differances.
The Covert Ops Cloaking Device II can be fitted on:
Covert Ops (Cheetah, Buzzard, Helios, Anathema) Stealth Bombers (Hound, Manticore, Purifier, Nemesis) Force Recons (Falcon, Pilgrim, Rapier, Arazu) Blockade Runners (Crane, Prorator, Viator, Prowler)
It can also be fitted on Strategic cruisers that have the Covert Reconfiguration sub-system installed.
eg (Tengu, Loki, Legion, Proteus)
All ships that are able to fit the Covert Ops Cloaking Device posses the ability to warp while cloaked, and unlike the Improved Cloaking Device they do not have their speed or agility hindered while cloaked.
The Improved Cloaking Device is similar to the Prototype Cloaking Device, it can be fitted on any ship that meets it's online requirements (CPU, Powergrid Requirements) and when activated will cloak the ship, making it invisible to scanners, probes and sight.
However, like any cloaking device. Should your ship come within 2KM of anything, the cloaking device will deactivate, making their use mainly for hiding in low-sec security systems, or hiding from War Targets that are activly searching for you. Another thing to note, the Covert Ops Cloaking Device does not have a targeting delay when deactivated, unlike the others.

Getting big piles of minerals out of w-space is always tricky, especially if you don't have a static highsec exit. If you do have that exit, I'd use an orca and scouts. If you don't, you'll want a rorqual handy to compress your ores and then you still might want an orca with scouts. I'm not sure if compressed ore can go into an ore hold, but that would make the rorq/orca combo even better. Either way, I don't think a cloak will help you except if you need to safe up for a minute for some reason.

The WH I am in does not have a static High Sec or Low Sec exit. I was lucky enough to get in with a high sec hole opened. But normally I expect we will have to scan down and go through multiple WH systems.

All Cloaking devices have a targeting delay. Depending on which module you use, it can be from 30 seconds to 9 seconds. You can reduce this by 50% if you have the Cloaking skill trained to 5.
Stealth Bombers and Black Ops ships have a role bonus of a 100% reduction in targeting delay. ANy other ship will have the targeting penalty if you fit a cloak.
What the Covert Ops cloak has that the others do not is the abilty to warp cloaked, no speed penalty, and no scan resolution penalty.

I use a Deep Space Transport (DST) to move stuff in/out of a C5, especially when I have to go through multiple wormholes to get to hisec.
I will use a Blockade Runner (BR) when I don't have as much cargo to move, or when I have to go through lowsec/nulsec.
Occasionally we use a Jump Freighter (JF) when we get a favorable lowsec or nulsec random wormhole.
In our C5, we tend to get easy hisec access about every two weeks, with a random incoming or outgoing hisec in either our system or the adjacent static C5.
We had a random incoming from hisec on the weekend, and I used a Charon freighter to move supplies into our C5, and compressed ore and PI stuff out. A _lot_ easier than a DST or BR, and it would have been at least 2 trips in a JF.
Hence I own a BR, DST, JF, and a freighter.
