I was surfing the internets and I found an old post describing NPC controlled null sec. Like, controlled by an empire, anyone can dock at the stations, but its still concord free, and you can anchor warp bubbles and POS's. is this true? and if it is, where can i find a system like that?

It is true! If you look at this map, NPC Null space shows as 'gaps' in the colours (the colours indicate player controlled null sec). The NPC null sec regions are Venal, Great Wildlands, Stain, Syndicate, and Outer Ring

i dont mean to be a pain, but what are some examples of systems? Im looking at the in-game map, and from what I can tell, all the null in those areas are controlled by players, not NPC

Although anyone can dock there, these place are still effectively controlled by the people living there.
So don't think it's all going to be cookies and cream. --
Nothing is worthless, you may have gotten it for free but it still has an inherent value

Fit a Microwarpdrive on whatever ship you are going to fly there. Something cheap I suggest.

Of all the NPC sov, GW tends to be controlled by the most "NRDS" of all of them, especially if you take the Molden Heath route in.

I like to use Ombey's 2d EVEMaps to see where I am. I don't really like the in-game star map or DOTLAN, though they are great for other info.
Add to the list Curse. I used to get a lot of BPO research done there. Aridia is an odd one too.

There are also NPC 0.0 systems in regions which are primarily player owned 0.0.
These regions are:
Delve (Blood Raiders) Fountain (Serpentis) Pure Blind (SIsters of Eve)
There may be more as well. Sarcasm - Because i'm too far away to strangle you. |

NPC 0.0 is awesome, but in addition to the guy recommending the MWD, I'd add a recommendation that you bring either a covops-capable ship or a few buddies.
It's great fun, but you will be eaten by a grue on a regular basis. ---
