Almost every system had an NPC gatecamp and any locals who I scanned were mining in hulks protected by amounts of T3 ships while the Sanshas just sit there. I realised that guys who mine in low sec protected by huge fleets of corpies are the biggest carebears of the lot  Perhaps the AI of Sanshas needs improving so that they too can scan out players in system.

/shrugs Maybe that was a mining op ... I think I've seen those in empire. Less BS rats and hostiles.

Probably. I almost missed the point of the OP. I think the point was "sansha is too easy." or "miners suck." or "renters suck." Ok, maybe I didn't catch the point of the OP.

The op has proven that he can point the directional scanner towards a belt and see the ships there. He now gets the Elite PVPer medal.

Sansha spawn at gates in low sec and 0.0.
There is a small chance they will spawn near a player ship, even one in a safe. It would be interesting to know it they will attack a cloaked ship (remember NPC cheat and some of them can "see" cloaked ships).

I once saw rats spawn on a pos and the pos wouldnt shoot them and they can shoot through the pos shields as well.
I got a question do the sansha rats bubble camp?

I initiated this post because after travelling 26 jumps to join in this great "Incursion" that everyone is raving about, there was nobody there apart from the same old same old not fazed and still doing their own thing, mining. An Incursion chanel opened as I entered the systems and I asked if anyone had formed or was going to form a fleet but the answer that I got was that they couldn't be bothered and would rather go ratting. I wasn't so much P'd off as dissapointed. Should CCP have even bothered?

As the regular rats in the belt are exchanged for Sansha incursion rats (with no bounty, no LP reward, no loot and little salvage) I don't see a great reward in regula ratting. 
Anomaly/exploration sites rats are the standard versions, but with a 10% reduction in damage and resists they are a bit harder and speed completion is a little less speedy.
Then there is the 50% reduction bounties (not tested but it should apply to all the rats in system, not only mission/belt rats).
The "would rather go ratting" seem a bit off as reply (unless they mean "would rather go ratting in another constellation").
Even mining require way better protection than normal. Sansha rats neut, use ECM, ans switch targets, so you can't place a tank in the belt, draw aggro and go your merry way.
The people you did meet don't even have the excuse of being "pure PvPers", as they were mining.
Bots with 1 guy herding them?

Which really is a shame. CCP again has introduced a new feature that looks unfinished and immature to me. From what I understand fleets are the only ones who can profit from this new gameplay when the clean out the sites.
