I've been playing for a bit... have about 2mil SP now... And just recently got to where I can use T2 Light/Medium drones. I dont have Gunnery or Missile skills to use T2 yet... Started flying Rifter... Moved to Thrasher for a short while... and now have been flying a Rupture for some time. One reason I dont have Gun or Missile skills to 5 is a took a side trip into Exploration and got Astrometrics to 5 and some of those support skills to 3-4 for that stuff and have been splitting time between exploration and doing level 1-2 missions. Now I'm really wanting to get to where I can do level 4 missions solo or with minor support... What path should I follow? Cyclone(I like Shield Tanking) for level 3s then Maelstrom for level 4s? Ive read some that the Cane is also a viable Shield Tanker even tho it doesnt have the bonus to sheilds like Cyclone does... Since I am wanting to stick with mini ships for now I know I am planning on getting the gunnery skills to 5 like Small and Medium Projectile turrents and I kind of like the Artillery turrents for better range...
Anyway... Recommend me a path to Level 4 missiondom :)

Start training for a Raven.
If you like shield tanking, you should (hopefully) already have your shield tank skills up to where they need to be to fit yourself in a Drake. Also it sounds like you already have some missile skills trained up, so it should be a short fit into a Raven.
A Drake is a Caldari Battlecruiser, which is ideal for running level 3s. A Raven is a Caldari Battleship, which is ideal for running level 4s.
If you have EVEMon, I suggest you see how long it would take you to get the following skills:
Caldari Battleship III Cruise Missiles III Guided Missile Precision III Missile Bombardment IV Missile Projection III Rapid Launch IV Target Navigation Prediction IV
Then compare them with your plans as a Minmitar pilot for running Level 4s (exclude your shield skills for comparison purposes.) I bet the times won't be too far apart, and I believe that the Raven is one of the best non-faction T1 ships for running Level 4s.
(Note: I would recommend you getting all your shield support skills up to III or IV also. The reason I didn't include them in here is because you will be getting your shield skills up to the same level as if you were going to shield tank a Minmitar ship. This means the shield skills will not affect the difference in time.)
Additionally if you don't already have access to L4s, A Caracal is an awesome L2 mission runner and a Drake is an awesome L3 mission runner. You won't need T2 modules, you won't need a faction ship, and you won't need to refit your resists for missions (with enough support skills.) No heavy isk investment, no heavy skill training necessary, and no thinking necessary. Just omni-tank your ships and go kill whatever.
I'm an indy/exploration pilot, and I had trouble with missions because of my low gunnery skills. Even L2s were not easy for me in a Minmitar cruiser because my skills were very low. However with about the same amount of points put into missiles (possibly fewer) I am now able to clean up level 2s no problem with a Caracal and minimal missile skills. Additionally I am great support for my friend who runs L4s.
I don't plan on putting many more points into shooty skills or ship skills in the near future, but if I do, it'll probably be towards a Drake so I can solo level 3s with no thought necessary.
If you want to run missions, train for Caldari. Missiles are just THAT good for PvE.

I don't really fly minmatar, but Maelstrom is a ship I've wanted for quite a while now. I've seen an AC/AB maelstrom loadout that looked really fun to fly. Training for T2 small and medium guns will not help your large turrets at all. The key to getting into a lvl 4 ship fastest is understand that there is a minimum level of competency to start at, and you can improve from there. You'll want to be in a battleship (pretty much any battleship can do lvl 4 missions except for maybe the scorpion) with appropriate sized modules, full use of drones, relevant rigs, and opponent specific resists. It might be a smart idea to start with too much tank at first, and eventually start to trade some of that tank for extra damage modules. Always carry a full rack of small drones.
Whatever you fly, the fastest way to get standings for lvl 4's is to fleet up with a corp mate and get standings with a specific agent first. From there you can work that one agent until your corp standings get high enough to pick from the rest of their agents.

If your running minnie missions, go rupture, cane, maelstrom.
Caldari is popular for pvp because missiles have insane ranges, no optimal/falloff/tracking, and selectable damage types. Shield tanking is popular because it allows you to fill your lows with damage mods and use your mids to tank.
However missiles do lower dps and their is damage reduction on just about anything moving. If you really want to make isk killing rats, you need you want a lot of DPS and as little tank as you can get away with. Caldari boats, save the golem, have crap DPS.
I am flying a baddon( amarr tier 3 BS) with nearly maxed out skills for it and i am pushing over 1000 dps at 15 km and nearly 900 out to about 50 km without faction mods and that is at my skills not all level 5. In a raven i would be doing good to push 1/2 that dps and i have over 3 mil sp in missiles. Mainly because my guns apply dps better than cruise or torps. Minnie applies its dps even better than amarr when in optimal range.

I have seen hurricane running lvl 4's. Like any battlecruiser running lvl 4's, it's really slow completion times, and you probably really have to have a smart fit and know what you're doing.

EVE User Guide: Missions, has a list about half way down of the general ship types that are recommended for each mission Level. These are good guidelines but player experience, skills and ship fittings make a lot of difference.
Mostly, my experience has been that the majority of the missions can be handled with a ship from the lower level - but - every now and then you come across one that is much harder where you really need the bigger ship.
If you want to be safe - stick to the recommended ships. If you're feeling your oats - use a lesser ship (just be sure you can afford to lose it if you screw up.

The Vargur is quite good but it's dps and speed is not on par with a Machariel. It has better tanking, less ammo use and the obvious marauder tractor bonus. Thing is that a Mach's tank is more than enough for most missions (but you DO need to pimp it a bit, which the Vargur doesn't need). So it's essentially mission completion time due to dps and ship speed versus being able to tractor some stuff from further away + slow salvaging and slightly lower ammo cost.
I would choose the Mach.

You forgot the Tengu, the Nighthawk and the cerb. Tengu can push 1000 dps, NH does around 700 with heavies and the cerb slighty less than that. Also, only way to get over 1000 dps on a pulse abaddon is 4x faction heatsinks. JS.

Wow, that's a whole lot of e-peen waving. Show me a sensible PVE Tengu fit that does 1kdps, heck show me a NH that does 700 and a cerb "slightly less than that".

An active shield tanked, 1200mm arty Maelstrom rocks L4s.
I was soloing L4s in it after about 3 months in the game, the first 6 weeks of that was learning skills. Now that you don't have to spend so much time on learning skills, I bet you could solo L4s in a Mael in under 6 weeks of training.
That said, when I first started I felt good if I could finish Angels Extravaganza in under 2 hours(minus the bonus room). With the skills and equipment I have now, I can finish it 40 mins; or just under an hour, including the bonus rooms.

This got me thinking... How long until you could be running L4s in a Mael.
If not worried about anything else, looks like about 3-3.5 weeks.
The long skills are: Drones to 5 which will take about 3 days. You need 5 drones and you need drone interfacing, or you're going to take forever to kill the firgates that scram and web you.
Gunnery 5 will take 3 days and is needed for large weapons.
2 days to frig 4, 5 days cruiser 4, .5 spaceship command 4, then 1.5 days to BS 3. Call it 9 days.
This is 15 days. There are another 2-3 dozen other skills I'd say are needed to level 3 or 4. They are half a day or less (many much less) each.
Now, this 3-3.5 weeks is a BARE minimum. You will have to be careful, go slow, and really pay attention to what you are doing. To be pretty effective at L4s in a Mael, you are looking at more like 6 weeks of training, pushing a lot of 3s to 4s.

I was soloing 4's in my third week of EvE .. albeit slower than I am now 
The mael puts out a cracking active tank, but to make it work, you really need those cap skills trained.
Permarun shieldboost = win Pulsing / warping to maintain cap = fail
Pulsing will work for you in 95% of missions - but if you're relying on warp-for-cap .. and you're scrammed ... well the panic can really set in.
For the fastest possible leap to the Mael I would suggest: Shield tanked Rifter -> Rupture -> Cane or Cyclone.
I prefer the Cane by MILES - but the training for the Mael (active shield) is going to benefit your Cyclone and prevent drips and drabs of crosstraining to assist your cane fit (which should be passive shield for PVE)
To run IV's before you can fit Large arties to the Mael, do it in a cane with a friend in another BC.
Make one super tanky (full passive on cane or drake) and the other ganky (full damage mods in the lows) and hit them together. Get the 'tank' to aggro the room, and then mash them as quick as possible with the gank.
A drake tank and cane spank works pretty well as it plays to each BC's strength.
Never listen to the people on EvE-O, the "full T2 tank or stick to level 3's" crowd. Most 4's aren't hard at all if you exercise some common sense. Aggro one group at a time on assault, shoot the big ships last on blockade, etc. Check mission reports if you try them and they feel too tough.
Eventually, take your arty Mael out for a spin and enjoy one-shotting targets

The shield tanked hurricane works very well for level 3s. Please be aware however that unlike the cyclone it is not an active shield tanker. It is by nature a passive shield tanker and relies on high shield recharge to tank.

I would agree with most of the advice here but would suggest you looking into Cyclone for your level 3s. It's quicker to learn, easier to fit and can quite easily take any level 3 mission the game throws at it. Save your Hurricane for salvaging  -----

You mean the less dps, missile skill requiring, good cap skill requiring cyclone? No thanks, I'd rather have the easy mode regen tank cane with more dps.

Thanks for all the advice in this thread. I just recently decided to focus on Minmatar ships and this thread has given me a good idea on what secondary skills I should focus on.
I do have one question. It appears that BC and lower ships use a passive shield tank whereas the Maelstrom is a active shield tank. I assume there will be alot of skill overlap between the two. Should I focus on my passive shield tank skills (the compensation skills mainly) for now then once I am cruising through level 3s I should refocus my training on active tanking skills (tactical shield manipulation, shield compensation, and capacitor skills)?
