can someone help me with this? if i use regular Gatling i cant kill the leader. What kind of weapon do i need to use to get to him? or is there something that breaks his little webbing thing?

Use moar guns!
if you are minmatar like your background suggest you are best off using a rifter frigate, and stuff on the biggest guns you can fit, be it autocannons or artillery.

Use small short range ammo like EMP_S or Phased_Plasma_S.
As I recall, there's 2 missions that the Advanced Military Career Agent gives you that will result in the loss of your ship. Those missions are designed to do that. I think Mission #2 is where you fly a ship the agent gives you towards npc station and it self destructs. I don't know exactly which is the other one (I think it's #7). Both of those Agent mission briefing's clearly state that you will lose your ship on those missions.
If 'The Exam' is the last one in the series, you can always ask (In corp chat or local) if any other players could help you.

Finally got it with a rifter, 2 small capacitor battery, small armor repair and 3 200mm autocannons. Thanks guys!

In something of an ironic twist, I found that mission to be dead simple in a Magnate, the scanning frigate. Despite being one of the least-offensive ships in Eve, it carries two drones. All I had to do was sit back and watch the drones eat the leader while I just set my ship to stay at 12km away from him. He never made it to web range.
Never underestimate drones, especially when paired with long range guns. Instead of charging in and getting shot a lot, you can stay way back and let your little space minions take care of things while you plink at the other side's ships out of their range to shoot back at you.
