Want to train a drake for shield tanking but I'm not sure as to what skills I need to be most efficent at it. This will be used for ratting in 0.0 and some pvp. I want to go the missile route as well for my dps (however low it may end up being). I am aiming for maximum efficentcy so I don't get blown away in pvp. My corp is at war right now and I need something that will last the fight, especially since my corp is a newb corp, lol.

I'd add the Shield Compensation (Kinetic, Thermal, Explosive and EM) skills to level 4.

Fixed some.
OP, just set all those skills in a plan in Evemon, reorder them from shortest/longest, and hop in a t1 drake asap. Even a t1 drake is better than nothing. ♥

You can start with the suggested minimum requirements listed in Evemon ship browser, maxing rather than minimizing those skills will improve your Drake, next arive at a fit you want to use in EFT and selecting each module note the skills that effect its performance and add those to your skill plan, right click on the ship fitting panel without selecting a module and add any skills there you have not already covered, and bingo, that should pretty much do it. Note, this will work for pretty much any ship you aren't sure how to train for.
