Depends how much ISK you have. Can range from 3%'s in 6, 7, 8, and 9 slots and +3's or a LG/HG Snake set. Give us a hint of the budget you are working with, lol. Yeah I am a pirate. What are you gonna do about it? Killboard link is not allowed to be used in a signature.Applebabe

For Vagabond and Cane, I'd go like this:
- Zor's Hyperlink / Rogue CY-1
Want to invest more?
- 3% gunnery hardwires
Want to invest more?
- LG Jackal set (without omega)
Everything above that is just wasting money imo, as you are gonna lose it. YMMV.

If he is not sticking to strictly Minnie ships, why would he use a Jackal set? If he is going pirate implants, why not just use LG Snakes? Much more fun, imo. Yeah I am a pirate. What are you gonna do about it? Killboard link is not allowed to be used in a signature.Applebabe

A clean clone and top support skills are a better bet in nullsec. Implants are nice but as have been stated you are going to get podded eventually due to bubbles. Saying that nothing wrong with a fitting implant or two to get a fit skills alone won't allow and/or a cheap +2~3 attribute set to keep your training time down a bit.

Thats why I said Vaga and Cane. LG Jackals are already pushing it for clone cost in nullsec, but imo better choice than Snakes for solo. YMMV though

Thats why I said Vaga and Cane. LG Jackals are already pushing it for clone cost in nullsec, but imo better choice than Snakes for solo. YMMV though 
Go for nomads instead. They are awesome.
Just remember though, you will eventually lose them

You should be able to get the slot 1~5 lg snakes for around 400 mil. It's not quite as big a boost but its enough to make your already fast ship faster than most other ships especially if they don't have snakes. This leave the other slots for useful cheap hardwires as even a 1% fitting implant can make the difference between a full rack of t2 stuff vs having to use a lesser or more exspensive named mod to get it all on. Plus some of the damage implants are fairly cheap even for the 5% in some cases though the majority are a bit on the expensive side and not really bubble friendly unless you are super rich or have an alt grinding pirate missions.

Pirate implants don't look like they are cost effective. I estimated like a 50m/s increase on a nanocane without heat using implants 1-5. I can't believe I did that right. Is it a 3.75% bonus to speed for hundreds of mil?
That is not nearly cost effective.
I think for soloing in these ships it would be better to use some combination of hardwirings.

In slots 6-8, I like to use a ghetto snake set: CY-1 (+3% ship velocity), AY-1 (+3% ship agility), Zor's Custom Navigation Hyper-link (+5% AB/MWD speed). The CY-1 and AY-1 are only about 7.5 mil each, so they're nice and cheap for when your pod eventually goes *pop*, although Zor's Hyper-Link fluctuates between 15 mil and 25 mil.
In slot 9, you've got a few options: CX-1 (+3% all turret damage, about 20 mil), GY-1 (-3% cap usage on MWDs, ~370k) or G1-Delta (+3% turret RoF, 23 mil).
Slot 10 doesn't really have anything for shield-tanked cruiser/BC hulls, so I tend to leave that empty.

truely soloing in nullsec (no cloaky alt or anything) , ur gonna get podded, like, all the time ... seriously!
I'd advise maybe KZA and PG implants if u need them to fit ur ship properly, and maybe +3 (prolly +2s tbh) learning implants.
on top of that maybe some 1%'s or cheap 3%'s just to give u a little edge, anything above this kind of clone is just throwing isk away imo. Don't believe the hype! |

If you want to spend a bit:
LG Talisman is quite nice especially on a dual neut cane. Reduces your neutcycles to 8.7sec for a measly 100mil.

even if you get 50:1 K:D ratio it still means you'll die to some gang, and it's much less stressful flying without implants.
maybe +1/2% PG/CPU implants if you have toruble fitting your ship, cos they're cheap

a set of 1% implants is almsot free tho...
At least I use a lot of 1% implant on my "waste" clones for 0.0.
