Give all Bl Ops a role bonus:Pilot does not show up on local when active modules are not cycling EXCEPT for cloaking device.
Bl Ops will get a 30 second grace timer to activate cloaking device when entering a system and leaving a station.
Should the grace timer overlap with the session timer or be added on? Your thoughts please.

Do the opposite (for everyone.) You don't disappear from local until 15 minutes later.

To answer your question - yes it would be quite powerful.
Actually a more "interesting" way to implement this would be to have it not be a function of the black ops but of the covert jump bridge.
Thus ships which enter a system through a covert jump bridge are off local until they do one of the following:
- On grid of a gate - On grid of a station - Gains an aggression timer (obviously at this point the stations and the gates know about you too)
Overpowers? Probably. Fun? ...

It is interesting, but if CCP removes Local, then the ship gets nerfed.

from what i seen black ops get best results when hot dropping unsuspecting targets. heres an example of an average engagement. 1.scout finds a target ratting in a belt 2.scout tackles the target and lights the cyno 3.t3 recon and stealth bombers jump through and engages 3.the black ops ship then jumps through and engages 4. target is destroyed loot scooped up fleet moves on before reinforcements arrive.
if black ops ships are going to get a boost it should be to their jump range. black ops, as they are now are like the combat recon cruisers and should stay that way. maybe some day they will bring out a force recon variant with a cov ops cloak.
