OK, so here's the deal, as outlined before by several people, there are several different drakes that you have to worry about, and I'll try to give you a counter to each one.
PvP Ham drake: This guy has the best DPS/Tank ratio of the BCs without implants. generally runs 1 LSE II, 2 invulns, scram web mwd and 3 BCS (with either DCU II or PDS II in the last low slot). Remember how I said "without implants?" the weakness of the HAM drake is that it cant benefit from slaves. plug in a full set of slaves and your FMP armor tanked harbinger will do terrible things to this drake (go ahead and cry waaah balance you need expensive implants waaaaah, the fact that armor BC's can use these implants while the drake lacks an equivalent upgrade set is pretty fair imo)
PvE Drake with invuln IIs: This guy probably fits multiple shield power fail-lays may have a point or some form of tackle and is probably rigged out with CDFPs. A tri-rep/dual-rep myrm will **** his day up so long as you remember to fit at least 2 medium neuts to the highs. basically once you turn off his invulns, his tank goes away. basic fitting is 2/3 reps in lows 2 med cap boosters in mids, and at least 2 med neuts in highs, the rest is pretty easy to figure out.
PvE max tank drake: no tackle, no active hardeners, just a brick relying on peak recharge to stay in a fight (i/e what noobs try to show up to PvP fleets in). Crap fit drake, meet full gank brutix. a shield tanked full gank brutix can overheat to over 1k DPS. no drake without invuln ii's is going to put out 1k peak recharge. shoot him until like 40% shields, overheat, then melt his face off. seriously, his DPS is that of a wet noodle, if you know this is the drake you are facing, gank brutix is the way to go (alternately this setup can be lightly armor tanked if you invest in some slaves as outlined in part one)
All three of these ships are viable outside of just trying to fight a drake. hell, harbingers (with slaves) and tri-rep myrms are pretty standard fare. The gank brutix is a bit more specialized, but melts faces in BC fleets.
Not covered in here is the nano-drake (use something with a scram and catch him) since that doesnt sound like what you are having problems with.

There's something really fishy with your KB, you fly fail fits like that and have over 150 kills to under 20 losses, your last solo kill was a nanofit cane pilot with over 2000 kills and you used a raven... WTH is goin on here?

Haha, his Drake fits are completely crazy lolfits, but the Scorp fits are standard ECM fits, and the Ravens are really nasty full-tackle bait setups!

Any of the LOL-SPR drakes require friends or gank BSes really. A mixture of both would be ideal.
Standard PvP buffer setups are certainly beatable, you just need to win the EHP race. Slaved ganky BCs tend to make short work of Drakes they can tackle.

The issue I have with EFT is it has an anoying ass habit of either rounding up or down to the nearest whole number (I cant remember which its been a while since I used it). Making fits that I CANT fit because of .01 PG or CPU seem like I can fit them.

WELL, I ran it in EFT, and surprisingly to me it does all fit! Cap stable even with MWD off, 1M 35s with it on.
However, it only does 447 DPS on paper, which I suppose again is surprising for a Rook to me. Wasn't sure what it would take to break a Drake though, so maybe I shouldn't have opened my mouth (Figuratively speaking of course)
But yeah, back to the topic, I'm out of ideas

Not so sure about losing an Astarte because I assume he didn't bring non kin missiles. As to the Rook: unless you've got a 100% guaranteed jam, seems like he'll probably avoid the jam and kick your ass in the 20 seconds between.

Quick answer. Domi. Get T2 EM drones and laugh as you rip through their EM hole while your tank holds off their pathetic DPS and you scram/web them to death.
When I was harassing Highsec drakes, this is what I used between my own L4 Missions:
(Note: Most people who fly drakes won't bring non-scourge missiles. Seriously, regardless of what the forum warriors say.. they dont, and if they "switch to another damage type, let them. the DPS they lose reloading into your resist holes will give you enough time to destroy them)
Almost perma-run. They'll use active hardeners mostly so you only cap them out, then keep the NOS + Medium neut to keep their hardeners down. May not be the most effective setup, but it works. I have yet to find a drake I havent killed in this. I have also used my Dual rep Mission domi + Web and achieved the same effect.
Don't underestimate the power of 0% resists and EM drones.
