If I initiate a transfer when there is only 3 hours of game time remaining on my account, will it still complete even though there is a 10 hour waiting period?

You'd have to petition to be sure, but my guess is no. The transfer, if I understand the mechanism correctly, completes at the first downtime AFTER the ten hour window is finished. So you would wait three hours, have downtime, wait seven more hours (or 6.5, whatever), and then wait until the NEXT downtime processing cycle runs before the transfer would complete. --Vel

Edit: I don't exactly have the freedom to wait days on end of a petition to be answered. My game time runs out tonight. I'd just like to know if I'm going to be forced to bite the bullet or not.

That I can't answer. For a situation that specific, I would petition it, see if that can't give you one free day to let the transfer complete - or it might complete anyway, despite the account being "inactive". For a scenario that unique, best to go straight to them for a response. --Vel

Maybe
But if you just plug ahead, then complain that it didn't work, CCP might fix the transfer without you needing to buy the extra game time. You won't know unless you try.

Another problem with that is that I'll be out 40 bucks and have two angry people who are supposed to be receiving characters from me.
I've had a petition in since yesterday, I hope it gets answered soon.

I'm assuming you're talking about transferring a character on the expiring account to another with a longer sub. In that case, yes, it will work. I had an account with 4 hours of time left and did a transfer, it went through without a problem and the character showed up on the new account 10 hours later.

The best thing I can suggest is to wait for the GM to answer your petition.

It's wonderful to see some CCP posting in here, but like I said, I don't have the time to wait for a GM to answer. My game account runs out in less than 10 hours, and I'm still 6 hours from being able to initiate the transfers. Just gunna do it and hope for the best.

My guess is that it will complete.
You need the account to be active so you can push the button to initiate the transfer. Without an active account you don't get access to the part of Account Management that has the character transfer options.
As far as the actual transfer, I don't think anything blocks it, unless there's some sort of confirmation button that you have to push, which I don't remember there being.

Nice to know, because planning things in such a way that the 10 hours would pass while the account is active would be WAY too complicated.
