BUT, I would like to point out this concept as proposed by the OP is already in effect.
"Outing damage drops as incoming damage increases"
This happens with cap usage. In cap-unstable situations, the more a rep needs to be run the less hybrid or laser weapons may be run. I suppose another way may be to increase energy costs as EHP drop. However, this still leaves missiles, drones and projectiles out...
Perhaps add a universal fire-rate modifier based on EHP 100% EHP / 1.05 fire-rate mod 90% EHP / 1.0 fire-rate mod 80% EHLP / .95 fire-rate mod etc etc
I guess the issue I see with it is shield tankers would have an advantage over armor tankers... perhaps apply mod based on hp of highest repped category? this would also incentivize double reping (armor and shield)... idk, i've rantedenough :-P

It wouldn't be hard to ensure this only comes into effect when there are a lot of ships on grid, so solo and small gang action would be unaffected. And if you are in a 1v100 fight, it probably doesn't make that much difference what the game mechanics are, you are going to die fast.
