I swear I'm not stalking you or anything - this is where I hang out normally! 
Could you elaborate on a few things please?
Who can I get to secure this that has a solid reputation?
- What exactly is it that needs securing for a frigate fight? Entry fees? How much money do you expect to receive?
What is the best way to advertise this without spamming the heck out of local?
- That seems to be the best way in my experience. The second best way is also spamming the heck out of local. Other than that, use your network. Ask CEO friends if they would be willing to send out a mail to their corp or alliance, ask if other entrepreneurs would like to trade sponsorships. Really the best promotion is ANY and ALL promotion.
What structure should I use to pay for the event in the future?
- This one is largely up to you.
There are two general ways to run a thing like this:
1) As a self-sustaining entity, where entry fees and peripherals such as wagering on the fights gives you income, which later pays for the prizes and any other expenses you may have. This is the "hard way" and can easily be avoided if you don't plan to make a profit.
2) As a subsidized entity, where the ISK comes in from an outside source, with little or no regard for the rest of the puzzle pieces. That is to say, someone might sponsor you as a non-profit event host on the simple condition that you host the event, and there is no necessity to turn a profit or break even at all, as the next donation will not be affected by the first.
In this case option 2 seems most convenient. You could experiment with a hybrid, many events have small entry fees in addition to getting sponsored, but you'll figure that out.
In practice donations are readily available - in eve, as in the real world, there is a rather sizable gap between those who actively seek to gain more money, and those who have so much of the damned stuff they don't have a clue what to do with it. If your plan is solid and you come off as trustworthy you should have no problem raising funds in this manner.
Is it possible to get an ISD monitor, or is that precluded from their abilities?
- The Interstellar Services Department is a group of players, like you and me, volounteering to fulfill specific duties within and out of eve. Pretending to make an event legitimate is not one of those duties.
Remember that the ISD and CCP are just trusted names like any other trusted name such as Chribba or Curzon Dax. The only difference is that they are trusted based on having different tools from everyone else, rather than based on their actions. Anyone can buy a white labcoat and pretend to be a medical doctor, and likewise anyone can apply for an ISD character.
