Do skills carry on training after a toon has been transferred or do you have to manually reinstate those skills?

You can only have one character on an account in training, so it seems reasonable that a transferred character would not still be training after a transfer.
You don't lose any skill points already gained when you stop training.

from what I remember they carry on training, and I remember hearing of having multiple characters training on an account because of that.

It's most certainly correct that that used to be the case, but if I'm not mistaken CCP put a stop to it because it was being (ab)used to heavily.

Characters transferred to another account will no longer continue training their current skill; this change came in several patches back.

Login there then go to Account Services. Costs you 20 buckazoids.

Alternatively, you can also pay with 2 PLEX. If you have PLEX items ingame, simply rightclick > reverse redeem to make them useable for account services.
