Talked about a million times over, but was wondering what were the shining gems ideas that have been brought up if any?

here r some ideas (might need more roughing out)
initiate a wardec against any corp for free - but "offensive" corp must pay 1 million a day//the next day (or some daily arbitrary amount set by CCP if 1million is too much //smaller corps attacking smaller corps could wardec for size percent% less like 10-100k a day, and huge alliances could pay more for each member they have that goes to war) to maintain war, these funds go to ficticious troops/weapons/ammunition/fuel/supplies
any allies that want to help "offensive" and engage in wardec also have to pay 1 million a day or they can decline to help if it doesn't suit their interests
defensive corp pays nothing if def corp is in an alliance, allies can attack "offensive" corp for free
assets, captured stations/looted station hangars, systems/stars, planets/installations, moons/moonbases, roids and territories go to winner of war (if factional warfare then faction npc fleet moves in and guards)
if wardeccer loses or surrenders then they have to pay restitution meanwhile defenders can "bribe" wardeccer to not attack or declare truce
wardeccer or defender can pay 1 extra million a day (or %size of merc corp) to allow/include a merc corp to fight for them (though actually paying the merc corp to fight is up to the wardeccer)
corp leaders/lieutenants - corp leader can wardec, lieutenants can vote to start a war or end a war, members can vote to start a war, leader can veto or pass vote
invasions/faction fleet wars - if pirate/corp invades and attacks faction space (dmgs fleet generals or patrols), then all members of faction race can attack invaders/corps/alliances
if two main factions go to war with eachother, empress declares war on the minmatar/or minmatar warchief declares war on amarr, then amarrians and minmatar can kill eachother at will (amarrian npc generals will protect amarrian nationals and attack minmatar invaders (even neutral miners/industrialists and traders)

Talking about war dec fees got me to thinking. Most likely ultra fail idea but...
What normally happens is players will leave the corp to avoid the war dec or the corp will leave an alliance to avoid the war dec. What when a player wanted to leave a corp that has a war dec initiated (including the 24 hour grace period before it goes live) had to pay to leave and half that payment went to CCP (ISK sink) and the other half went to the entity that initiated the war dec. Kind of like a surrender fee.
Or would that be incredibly one sided towards the attackers? Anyone have a nice balance to that suggestion?

if people can pay to war dec, (aka bribe concord to look the other way for no reason) then the dec'd corp should be able to pay to have the dec removed (aka bribe concord more isk to favor them instead)

And how much would the pay be? What is 2 mil divided by 100? If it's higher than dec cost, you'll have countless one man alt corps spamming away decs hoping for return.

-problem with concorde is that concord is a magical police force with unlimited ships and ultimate weapons that live in a tiny genie bottle under the sea
i think it would be better for roleplaying though if faction commanders just shot and chased invading races to begin with since if i were empress sarum i'd probably kick all the non amarrians out of my country, or perhaps make police forces for each Faction but concorde is only 1 of them (probably gallente in origin), corp police protect the caldari, church police protect the amarr, and rebel thugs/militants protect the minmatar or they get no police...that way people mining in amarrian space are amarrains and the interests of the mining corp are to make amarr stronger than caldari/other factions instead of mining everything up, taking it to jita to make millions of drakes
so you can pay the attackers to not attack you (bribe) you can run away (or freely harass your attacker/running away while you do it) you can pay a merc corp to attack the attackers you can join the militia/corp joins militia (most likely these guys are gallente) you can join forces with your attackers by wearing their flag/corp logo instead of your own (under a new name...) then steal all their stuff that they put in corp hangar for attackers to use
some things you wish you could do...
you can detonate their station with suicide frigates or ram them with batlteships you can blow up their station with significantly balanced dread cannons you can blow up all their ships with balanced moms/carriers you can capture their bases with marine dropships you can nuke their deathstar with a shuttlecraft torpedo bay and some cool jedi flying you can assassinate their corp leader in the station you can hack their bases/planetary bases in your cloaked vessel

The problem with wardec's is they are often use by people simply essentially wanting to grief helpless people, but a game mechanic is not capable of sorting out real wars from harassment wars unless it use a vast amount of resources and even then it would still have trouble identifying which wars would be legitimate due to the fact it could be a war dec against alts who look like they are helpless carebears.
War dec's are messed up but I can see no way to fix them, short of essentially hiring people to spend their whole interviewing people wanting declare war and running background financial checks on the targets. This would of course be ridiculous and not viable in anyway.

I aggree with one of the posters near the top, theyre too cheap.
30-40 mil would be a figure id be happy to pay to get at someone who crossed me, also needs to rise as it drags on or a mandatory 1 week cooldown period so people can rat, mine , build ships for the next wave.
but this is my own opinion, and no one will listen or care so , la la la di da , de ,dum

Fix war decs by:
1: Allowing them to start MUCH faster than a 2 day minimum. (24 hour vote, then 24 hour notice. eww.)
2: Requiring a declared "victory condition", such as either a certain ISK ransom, vacating a certain system / constellation / region, offlining a certain POS, vacating an office, or dissolving the target corp.
3: Base the wardec cost on the number of pilots, not whether or not a target corp is in an alliance. Base the calculation on the "number of pilots" statistic that's already calculated, and you don't even need to add a database field.
Are wardecs broken? No, not really. Is there room for improvement? Sure there is.

Keep it as it is. But if a corporation wants to get out of wardec, they must pay dewardec contract from dec'ing corp. If dec'ing corp chooses to pay concord for fee they can keep dec up. if dec'd corp pays dewardec contract they get dedec'd. If they choose not to pay or can't pay then so long as dec'ing corp continues o pay concord fee dec continues till disband.

War decs are fine. There are war dec costs and penalties and there war dec counters.
War decs are the most realistic and tactical types of PvP in EvE. Everything else is a FFA gankfest.

Lemme see:

If you think war decs is purely remote RR in pipelines then you are in fact the one lacking experience.
War declarations are against specific and finite elements. Just like in real life, you don't go and camp your local highway and kill anyone who isn't known to you. You kill specific enemies, avoiding neutrals you don't want to or cannot kill, dealing with spies and watching out for RR. There are associated costs with running wars and wars start and end.
In comparison to other forms of PvP - suicide ganking (metagaming fps non consequence throw away alt rubbish play), low sec piracy (more fps type play, kill anyone anywhere, without consequence), 0.0 (gank, blob and lag metagaming).
As for war dec play, RR is a non-issue if you fight your wars using tactics and your brain. Sitting in a single location and camping is asking for RR to come ruin the day. A smart war deccer moves constantly, using locator agents, stalking specific prey and striking quickly and then moving elsewhere. By the time the RR ******s arrive you are long gone and if lucky, killing some other target many jumps away.

because obviously those being dec'd are not allowed to use their own neutral RR, nor are they allowed to aggress the other side's RR once it goes red. nope, wars are always won by the guys doing the dec'ing and never the defenders. ♥
