Yes ofc they can. It just depends on how small your target is, but that also fits to 1400mm Arties which you are refering to.

Okay, boost blasters range to 20km so they can keep up with amarr (keep the extra tracking and the slots for webbers ofc), give them a high alpha so they can instapop stuff like 1400mm Arties can (still keeping your old tracking ofc)
I am flying all races and the least race i use are Amarr, i even fly more gallente. Blasters are fun to play with.
The only thing that sucks imho are 425mm Railguns and .. yeah .. Oneiros is ****.
Oh, and getting a target into web range isnt that difficult, you just need to know what you are doing and how to set up your battlefield.

And why do a Blaster Rokh with MWD and Scram work? Why do blaster Feroxes work?

Might fit in Fleets, but never in solo or small scale pvp.
Lets face it, noone wants to face a Thron up close and i for one am afraid of dominixes since you never know what you are facing.
I usually fit scramblers on nearly all of my ships and strangely i have no issue to get targets into scram range. That also means they are already in blaster range.

Gallente have:
best tracking *check*
best drone boats *check*
possible highest DPS Tier2 while maintaining a usefull tank *check*
most versitail Tier1 BS *check*
If you like armor tanks, Gallente are most likely the best choice since amarr lack med slots. But hey .. you have range!
Did you know that amarr have the most useless Assault Frig with only 1 med slot?
Did you know that rockets (used by khanid ships) are almost of no use?
Did you know that Caldari and Minmatar often fly without MWD and usually dont fit webs to not cut their tank too much?
Did you know that a Raven needs to fit Target Painters to actually apply their damage even on BS?
Did you know that Minmatar often have similar amounts of med and low slots preventing to fit a usefull tank?
Every race has its issues. Gallente are fine imho, they have pretty nice and unique ships.
