Greetings.
I am planning to join a friend of mine doing lvl 4 missions in highsec. As I cant fly a BS, but I can fly a Hound with pretty decent support skills I was wondering if it would be viable to use a Hound for dmg support, while my friend tanks the rats with his BS?
I am aware that SB's arent ment to be used for PvE, but they cant be that bad if my only job is to do dmg, or?
And also, which fit I should use to max my DPS?

It's somewhat viable, but one mistake and you'll go pop.
If you got BC skills you'll get far better applied damage and better survivability in a gank fit BC. Kill frigs and cruisers while your bs friend does bs'es. Depending on his ship this might enable more damage from drones for your friend too, something sb support won't.

your hound will kill rat BS-s pretty fast. just be careful and don't take agro and don't approach targets. if NPC-s are targeting you warp off.

I use bombers to solo lvl 4's in 0.0 so it is reall ya viable tactic. The key if you are takeing fire is to increase your transversal to any enemies, never stop moveing, try to orbit and don't engage if web/scram frigates are present.
If however you intend to let your friend take agression and do only damage then you wont need to worry about transversal or tank so a fit like this would work.
Mission bomber (no tank)
edit. You could go with a third BCU and arbalest launchers maybe depending on skills. Also faction missiles depending on your budget should give increased performance due to being more accurate.
The key points are :
1)rigs make your torpedoes hit fast or small ships easier
2)web reduces enemy speed which can cripple your dps
3)painter aids both yourself and your buddy

damage rigs, TP's, DCU's, T2 Launchers, AB, and a cloak... sorted, dont worry about the extra highslot (offlined Probe launcher)
just before the next spawn, cloak, BS gets aggro, shoot stuff, repeat. if you get targetted warp off (asap) and then come back.
use a stelth bomber with the right damage bonus to your rats and you done.
