Our CEO has gone AWOL and being the only Director I need to take over the corp as CEO. I have the 60% of the shares all the corp management skills but the propose vote does not list the Change CEO option at all. I have petitioned without a response and its becoming quite troublesome. Does anyone know if I am just missing something?

I think you need to select Expel in the vote options.

and the only member I can expel from the list is myself..

I heared somewhere that you need to do the 'update with my skills' on the corporate window to be able to boot the CEO out.
Might be worth a try.

I've encountered a similar problem and have a petition open about the issue. Last update I had was that the issue had been escalated and is currently being investigated. I'll post a response when I get a definitive answer. In the meantime I'm making my way through our former CEO's large supply of Jovian Brandy and some fine cigars

Regrettably it won't let you update the corp details unless you are the active CEO so that didn't work.

On booting the CEO...
You have been denied access for the following reason: You are not allowed to kick this member out of your corp. They probably have too many shares or they are the CEO, or you just lost your Director rights..
On updating with your own skills...
You have been denied access for the following reason: You are not the active CEO.
I have majority shares in corp and am a valid director.
On Voting for new CEO.....
no idea as the button has moved and vanished as per Kords mail above, seems some programmer lost the button and forgot where they left it.

With my alt director I can propose the Expel Member vote on me. Maybe you don't have enough shares.

The Corp has 1k shares, and I have over 50% of the shares myself.

Even with 100% of the shares I can only vote myself out and with Ethnic Relations II and Corp Management III the option is still not there.

We just set up a new corp and transferred all active members across.....

I have no desire nor inclination to lose the corp name we have by starting a new one. Luckily for us we were able to talk the old CEO into returning but tbh if he hadn't we'd still be stuck.
It's not something we're missing, it's not something we're doing wrong it's simply that the option to activate the vote via a button is no longer where it was since either exodus or a recent client patch. I'll put money on the fact that the UI changes moved or removed the button and it got overlooked.

Not only that the entire corp mineral reserve is locked up in containers as we have containers for each member that mines and it is accounted for and even as a Director I can't take or even unlock a single item without the password. My petition has been active for 5 days now.

Eeeep.
What about he "Retrieve Password" function. Srry if that insults your intelligence, it's unintended, just trying to help. 
There was a thread not dissimilar to this a while back...and the solution, although pretty hardcore, involved them going around and unrenting all corporate offices, labs, etc, and handing them over to the newly formed corp.
I'm guessing you're holding off on some easier solutions before contemplating nasty stuff like that though...
I feel sorry for you
