CCP has said "No". Reason: it essentially requires a in-space client running at the same time as the incarna client. Currently the plan is to have incarna running on a different node than in space stuff, so walking will not cause lag in space. But as soon as you look out a window, then equivalent of a spaceship needs to be placed in space to give you that view, lagging out those who want to fly and fight just so you can have a nice view.
Many have suggested a compromise: A single point of view camera, like the Jita cam, could be added and all windows show that one view, essentially a streaming video feed made from a thin client on the space node sent to the incarna node.
But sometime go to Jita, park your ship about where a window would be, turn off all brackets and take a look. Even at Jita, not that much to see.

This.
Also, if you're looking through the window on a station, you don't see brackets and you can't click the ships. So if you just create random ships flying by, to and from the station, some ships flying on the outside and thing, all AI controlled like a machinima script, you'd give the impression that real people are flying on the outside.
You don't actually need to see real people, just ships. That is a good compromise i think.. ____________

Yes. It's been scheduled for the 2019 summer release.

pfft..how hard could it be to do a query on the database for jita every 10 seconds and render a cool scene... It does not even has to be very accurate in terms of whats happening really outside in realtime..make a jita news channel where we can see random battles on tv or station-com or something,
Really - I get tired of new/edited game mechanics..make the stuff you have look better and be more immersive. Thats the key!

They don't have the technology and the people who made the client/coding have gone off on their long walk to the wastelands. Also CCP isn't interested in putting the people into working on making it work for something that returns very little to incarna, which has very little in terms of actual gameplay even in CCP's wildest dreams.
For Jita at least a window on the undock route could actually be kind of interesting when people attack, flounder and so on. Granted not that entertaining but with what Incarna likely has in terms of so called gameplay it would probably beat that to a bloody pulp that would take hours for some slob janitor to clean up and they still wouldn't get all the bits out of the crevices.
