I think I'll be letting my account expire when this comes out, I find it hard enough as it is to make ISK in 0.0 in between all the recent conflict, reds and other debauchery. To then make the entire region I live in completely useless is just sad.
If they are wanting to increase conflict I don't think it's going to work, the coalitions will adjust and retain the lower value space as buffer zones into the valuable.
I was going to wait till Incarna to see whether I would keep playing but with little attraction to this game any more and a complete ner***e of where I've spent the last few months my only alternative is to go back to running level 4 missions.

tl;dr Completely removing the worth-while anomalies from band 1 & 2 is bad, m'kay.
These changes will probably generate some conflict, but they will also empty nullsec in equal measure.
With vast tracts of nullsec becoming essentially worthless over-night there'll be no reason for anyone to stay there. Even new organisations will quickly loose interest when they realise its more profitable to stay in high-sec.
Meanwhile the most valuable areas will be saturated with "high-end" players, to the point that for the average player they wont be worth using either. So it'll be back to high-sec for more level 4 missions, where you're at least guaranteed a decent (if not spectacular) income that is uncontested.
Personally I think that band 1 & 2 should have a max of 2 high-end anomalies per upgraded system, then keep bands 3 & 4 as break even with the current system, and finally have band 5 as the top tier. It still makes band 5 desirable, without completely murdering the rest of nullsec for everyone else.
