Hmmm, so they changed it that systems with 0,0 -> -0,2 wont have any sanctums and havens.
The reasons : they want people to fight for space much more than it is now. Ok, so they wanna people to fight for good 0.0 systems .... but they allready DO fight for them (cus of the moons, belts, rats, etc.) and the low security systems are not so much wanted. So now, they make the low populated regions even less populated ....awesome job ! :D And more people will try to get the juice systems = more people in fights = more blobs = more lags .... even better ! :D

Sanctums and Havens are the highest level anomalys which should be found in 0.0 security systems.
The area probably has other players doing exploration also which could explain the lack of exploration sites. Might need to expand your exploration routes a bit more or search out some new areas.
I haven't heard of any nerfs done to exploration sites but then again, CCP does love to do stealth changes.

ok the OP compleatly missed the point...

the low end sites from each bracket can spawn in the security bracket above there own all listed sites spawn in upgraded SOV systems
all CCP are doing with these sites is making there reward/payouts scale acording to TRUE SEC.
THEY ARE NOT REMOVING THEM FROM NORMAL 0.0 to our departed friend EDD "april 09" fly true man |

I am not sure the previous poster is correct. It appears that 0.0 --> -0.2 will NEVER spawn Haven's and Sanctums, regardless of sov upgrades.

What the hell is CCP thinking screwing over most of the people in Null Sec? This is a very bad ideal in my opinion in fact worst because High Sec Mission running will be worth more than living in 0.0. I live with a corp in the Pure Blind region with no access to anything above -0.2. Are they going to make more better ture sec space in regions that have none or are they just going to **** us. Well anyways GL on having more ppls move to 0.0 when you'll make way more isk in high sec, actual alot more ppls will move out of 0.0 to H.S. for there isk and pvp meaning more newbie griefing via war-dec and you will loss loads of players because of this dumb change. How it's proposed to work:
Upgraded systems will spawn a set of anoms based on their trusec status. Those higher than -.2 will not spawn any havens or sanctums. In the very best systems (-.8 to -1) there will be even more of the best anoms than before, so a -1 system could spawn 10 top sites at a time.
This change has absolutely no chance of causing the desired stated effect by forcing alliances to move to places with better space. Instead, it will just serve to upset carebears living in systems that aren't high quality.

Will it effect ded complex spawn rate too? Will make it even easier to find ratters, and to afk alts in systems I guess. Not all bad I guess.

This is absolutely laughable. What are CCP trying to achieve other than annoying your average 0.0 alliance grunt whos only source of income is from anomolies? It will hit the smaller alliances hardest, those that dont have ship replacement programmes. These players will have to go back to carebear hi-sec to make half of what they were making in 0.0. Ive heard these changes will bring an influx of hi-sec alliances into nulsec. LOL. Do CCP even think these things through. So some random Hi-Sec alliance who think PvP skills = camping a station waiting for an indy ship to undock will take SOV in some random 0.0 system that was deserted because there are no money making opportunities, slap each other on the back for dropping a few modules without having to fight and then what? They will just scuttle back to Hi-Sec when they realise its pointless. There are already plenty of non sov holding alliances that make daily trips into nulsec for gfs. Ive also read that it will encourage powerblocks to split up over ratting systems. MEGALOL. Yeah sure, MM and RAGE will go to war over a couple of systems when they already make enough money from sources other than said ratting systems to fund their supercap fleets and offer ship reimbursements. The larger alliances will grow stronger, the pets weaker.
Im wondering if this is an April fools joke released too early by mistake, because I really dont think CCP could be this out of touch with their own game. Or the cynic in me think this is their answer to the lag problem. Force everyone back into Hi-Sec
