A little bit of research tells you that that video was a fake. Put together by a member of CCP staff as a joke that was never actually supposed to have been shown. This was stated very, very clearly at fanfest 2009, more than once during 2010 and I think it was even raised again at this years fanfest. So the very solid answer is NO.
No promise was EVER made, so no promise has been broken.
