Fast Talk does not work.
A friend whom has no Fast Talk skill and I who has level 3 Fast talk skill shared a kill on a BS npc.
We both got 0.05 security increase.
Does this description say its based on security increase???
Fast talk Skills + Social Skill at interacting with Concord. 5% Bonus to effective security rating increase.
It sounds like Social skill
Social Skills + Social Skill at social interaction. 5% Bonus to NPC standing increase. --------------------------

The problem comes in when the description says :"effective security rating increase". This could mean its like connections. Connections states :" effective standing towards friendly NPC Corporations" while Social says :"5% Bonus to NPC standing increase"
The purpose of this skill has not been applied either way. We know the security increase does not incorporate the Fast Talk skill from a NPC kill. We also know that thier is no effective standing shown anywhere on our character.
If the fast talk is like Connections we would have an effective security standing or if it was like Social it would give us more sec standing increase. It does neither. So we have trained this skill for no reason!!!! CCP is this a time sink? --------------------------

maybe the 5% increase of a "0.05% standing" increase is rounded and thus not be seen? how many decimal places are shown in sec-rating and sec-rating-increase? (i am oog currently and had long time not checked my sec-status.) |

Ive not trained the skill and i only get .04 for bs. maybe its working?

well all bs give different security bonus. For example, Sansha tyrants are .5 and Lords are .4. Something really odd though, is that overlords, which have higher bounty than lords, have lower security boost.

I have fast talk to lvl 3 and still .4 bs give me .4 :(

Same as that mate, trained it to lvl 2 while watching how much I got for killin' rats and low and behold I get the same as a friend for every like-for-like kill we make and he does not have the skill. 
The real purpose of the skill is only used in Gallente space where I get a 10% discount with the hookers per lvl of the skill

I have had fast talk trained to level 3 for some time and I've never ever seen any benefit from it.
Best place to see the change would be killing 750k BSs, but I still only got the 0.40000000 rise in standing.
Skill is broke by what I've seen, though I'm at 5.0 sec status so it doesn't really bother me anymore.

a friend of mine trained it up quite high and went from a very negative status to positive in a few weeks of npc bs killing in 0.0, it had an effect but only noticable on the biggest npc. i have it to level 1 and have noticed that my sec rating drops at a slower rate than that of my hunting buddys, i have been at -9.9 for many ship and podkills and it hasnt changed at all. so it seems to have an effect both in npc and player killing. Way Back in the day,.if your less than 0.0 ie -5.6 or somthing,you will fall .1 each day till you hit 0.0,. Im guessing that is when the skill was in effect, im not sure why they changed that,. maby hard core pirates didnt like the idea of working hard to keep a -10 standing.
As far as now,.. ya same deal I have lvl4 fast talk,.an get 0.4 for lvl2 npc Battleships. I dont think the skill works.

it has not any use... have trained it to 4 with 4 charisma... you can understand how ****ed i was... as i asked the crappy customer support i got the same answer like on the 30 ships i lost true bugs (o year... 1 replaced)
sorry we cant do anything. forget customer support and ask in froums before you train a skill. evrything else is a time and "happynes" sink.

As you did say, probably this skill doesn't work. For security increase when person has negative security status there is diplomacy skill. So complementary fast talk seems to work when your security status is positive, but unfortunately it does nothing.
It not increases security status gain upon kill or not add % to actual positive security status.

As i understood (allready petitioned it), security status increase is nerfed in time. U can have only one increase every 15 mins or so. So i guess, 5% reduce that delay but not increase the "amount" of gain per kill.

I mean, it's a bonus to security STATUS, not security status GAIN. Therefore I belive the gains on killing NPC's are left the same, the skill only comes into play when calculating your overall security status, i.e. it raises your CONCORD standing and not the security gain (unmodified standing, that which equals your security status).
Aelita said however that it does not, so it might truly not work.
