I have been in the game for a while. I love Jita cause there is 2000+ people there at any given moment who may want to buy or sell something. I hate Jita cause it's where new players get ripped off and I can't see the valuable deals in the local spam.
DRAGIC MILE put a non-linkable list of local spammers in his bio. I blocked those user and all of a sudden...local was pleasant!!!
So...I made a chat channel with a CLICK-ABLE list of these characters (updated with new faces on occasion). All you need to do is follow these steps:
- Join channel WHOM TO BLOCK
- Right click each of the listed names, and left click "Block"
- Leave the channel
It'll take you all of a minute, and you will be amazed at how enjoyable Jita becomes!

hey mate. you should change this to scammers. there are a lot good deals in jita that people don't see because of the scammer that spam. often most people that have good deals will spam to beat the scammers. so to avoid people actually getting rid of their flow iof good deals just get people to block actual scammers.

Yep it actually is the scammers (sorry). I do like looking at the good deals now. And if I note a scammer, I add him or her. I agree that the best deals can be found there :)

edit: I think this creates an interesting issue. Why should I freely give away the freedom to block? Who ensures you are only adding spammers to the list? How do you classify the person as a spammer?
Our personal liberties are being infringed here! Do not stand idly by and let this internet spaceship game player stomp on our freedom to choose who we block! I call upon you simple players to rise up and demand a more stringent filter to determine who is added to this "SCAMMER LIST".
I fear if we let just one man/woman/it determine who a spammer is, then this man/woman/it will gain too much power and jita chat will devolve into a local chat channel devoid of youthful vigor, great deals, and liberty!
edit2: DON'T BLOCK ME BRO!
If you don't scam, then I'm not blocking you. If you don't type 30 returns in local every 5 minutes, I won't block you. And, after everyone blocks these, they will have a much easier time blocking the others they don't like :)

works great. there are actually allot of nice deals to be had in jita...now that I can read them.
