I have 2 toons I can use to boost, lets call them 'The Dude 1' and 'The Dude 2'.
The Dude 1: Maxed on all leadership skills, fc4, but only amarr command ships or t3's. The Dude 2: Maxed shield, armor leader skills (including command processors and mindlink), can fly both amarr and caldari t3's.
Given that I want to be able to drag these around guys around to incursions, and contribute to both armor and shield fleets, what is my best setup? Also, I don't want to jump clone for swapping mindlinks, so something is going to have to suffer.
Right now I am thinking: The Dude 1: Damnation, skirmish mindlink, all 6 armor and skirmish links + 1 info warfare link The Dude 2: Siege mindlink, tengu, all three siege links
Armor would always be without the mindlink, but would have ship bonuses.

Haven't done an incursion, but we use an mindlinked siege warfare booster in an unprobeable Tengu (4 links). Sometimes using 2 shield + 2 armor links.

t3's are by far the best fleet boosters you got no excuse for not taking a t3 for boosting fleets -------------

If it's just about the bonuses: Fly Legion (Armor) or Tengu (Shield) and fit only command processors and links, rest is irrelevant. Five links are no problem this way. Don't enter the sites, just stay at the acceleration gate. Your fleet gets best boost possible, you get the reward, you cannot lose your ships and skillpoints.

which implants? im tempted to run skirmish even without the ship, because there always seems to be an armor booster around.

I have the armored warfare mindlink. Boosting armor/shield is obviously the most powerful way to boost a fleet, especially in PvE. I guess most fleets wouldn't appreciate the skirmish or information warfare bonuses as much because they are more subtle.
That said, for incursions I add the skirmish warfare - interdiction maneuvers and information warfare - sensor integrity link. More web range and higher sensor strength are really nice against the sanshas. The other skirmish/information links are not as useful though.

In sites with loads of stealth bombers, the advantage of reduced sig is notable as well, depending on what kind of ships/setups you are running.

Ya, I've decided to go with the skirmish mindlink on the damnation, with all 6 implants. Then my caldari boost will run shield implant, shield boosting tengu.
Sounds terrible, I know, but I think it will work out. More often than not there is a solid boost present for either armor or shield, depending on what fleet I'm in, so I will almost always contribute well to the skirmish tackle and tanking bonuses. If there is no armor boost, then I can help pretty well anyway, and the armor links without mindlink, plus sig bonus, are probably pretty equivalent to a mindlinked armor boost.

4xlokis 2xbaddons 3xguardian 1xdamnation = vanguard optimal
Can damnation's fit those mods? i dont know, dont fly command ships
