Whats the absolute best frigate to clear missions as fast as possible? I was thinking Dramiel or one of the empire faction frigates. maybe a manticore for lvl4s?
For:
level 1 missions?
level 3 missions?
level 4 missions?

L1: Anything will do. Use whatever you can fly to handle L1s.
L2: The rifter is a good choice if you need something cheap and low skilled. A Navy Comet is a ship that I like for L2. With a MWD, some drone upgrades, powergrid upgrades, speed upgrades you can simply warp in, get aggro, deploy drones, than orbit at 30km at over 3000 m/s and go AFK. If that's not your style the navy hookbill is a good choice as well.
L3 and L4: I wouldn't recommend using a frigate for L3 and L4. Things will go very slowly, even with the best tank you will be forced to warp out in most cases. Its possible but it would take forever to break the tank of a single ship, if it's possible. By the time you can run these though, you will have enough cash to fly a good battlecruiser to do this.

i know that anything can do l1s and that its not practical to run l4s in a frigate. i'm just looking to repair some rep and have some fun with l3s and l4s

I know for sure the Retribution can do L1s-L4s. I suspect you can do L3s/4s with a Manticore too.

wolf and jag run lv 2 nice, can be fun for lv 3's and effective for low level plexes, ninjya ratting and assuming not a pro gate camp could beat them for low sec epic arc or cosmos runs. AC jag more liked than arty jag...drink that coolaid. Its actually good coolaid in this case. Jag a funny ship...the tradeoffs of not running it as intended (bonus'ed for arty) depending on fit better than running as intended lol.
Hawk liked by many as well.

You can do 4s and 5s with a bomber. Just have to play the game in the process.

Not sure about the Retribution in L4s. I know I can do all L3s in both a Retribution as a Jaguar, but some L4s have battleships that repair damage too quick for the 150-175 DPS that these ships deal. Frigs are still vulnerable to missile fire so Guristas misisons can be quite hard on your sig/speedtank.

Along with the Iskur, don't forget the Worm. I've run DED 3s such as rogue drone asteroid with the worm. It probably could solo some level 3s if you are very careful. You can also add some repair drones if you are helping others out.
