Here is an interesting ship idea that involves incorporation more Sleeper technology.
The Sleeper Logistical ship like the Sleeper ship's themselves draw their omni capable array of deadly weapon's and defenses from the space aroud them, mostly in the form of radition that they then convert into useable energy.
Whenever a Sleeper System is encountered that fluctuates the various critical's for the ship can vary thus causing varied difference's of the effectiveness of both Sleeper and Capsuleer ship's.
So why couldn't Sleeper Technology after being reverse engineered be able to collect the local system radiation and convert it into useable energy?
The module's involved would be called:
Gravitational Flux - The module would use the available gravitational forces present to create a web stasis field around the ship that would effect any ship not in the fleet by reducing it's speed by 5% per level. Each level trained would add an effective range of 5000 meter's. Tech II - Would increase the web stasis by 7% per level trained along with adding an additional 2500 meter's of effective range per level trained.
Active Mode
Projected ECM Modulation - The module would use the available radiation present to project an ECM burst of multi-frequency at a range of 5000 meter's per level trained. 3 points of ECM strength for all frequencies per level. Tech II - Would increase the effective range by 1000 meter's per level trained along with adding an additional point of ECM strength for frerquencies per level.
Passive Mode Tech One - In passive mode the module would increase any ship fit with ECM modules within 10 km of the ship with two points of strength along with an increase in range of 10 km. Tech Two - In passive mode the module would increase any ship fit with ECM modules within 25 km of the ship with three points of strength along with an increase in range of 5 km.
Weapon's Modulation
The weapon's modulation would increase the damage, optimal range and falloff of any type of weapon that uses charge's, missile's, projectile's or laser's by 2%, 5% and 5% per level of skill of the Sleeper Ship Logistical pilot. A ship must be within 15 km of the Logistical ship to receive the bonus.
Tech Two Bonuses applied would be 3%,7% and 7% for each level trained. A ship must be within 20 km of the Logistical ship to receive the bonus.
Armor - An increase of 500 EFH per level trained along with a 10% increase to all resistances. Tech Two - An increase of 750 EFH per level trained along with a 5% increase to all resistances including hull + a 5% increase in the effectiveness of armor repairer's. The ship must be within a range of 25 km to receive the bonus.
Shields an increase in the recharge amount of the shield's by 100 points per cycle to the level of skill trained, 1500 efh of shield extension and a 5% increase to shield hardener's.
Ship will only have three high slots. Offensive weapons cannot be fitted. Four medium slots and six low slots. The ship will not have any rig slots available either.

So this ship is useless in a no effects system? OR is it also effective outside of WH space?

Your numbers are messed up at best, but the concept is absolutely sexy. A true fleet booster, it's not logistics persay, its more of a fleet command ship, it would need a GNARLY tank to have any hope of surviving though, talk about the bain of FC's... |

No, the ship would aquire the different based upon each system that it was in. Each solar system would then effect each module differently.
The numbers are messed up because there are just a base example.
Basically the ship is wrapping itself in a sphere of drawing in the available energies of the space around it. It's the inverse of the wormhole where the energies of the Sleeper System effect the ship without the ability of the pilot to counter the effect.
The ship creates the effect from using the surrounding energies to then create the desired effect upon the ships within the optimal ranges around the ship. The Sleeper Logi ship is actually creating a temporal mirror of a Wormhole System in normal space...without the Sleeper ships actually being there.

I like this idea - and in some systems it could even have no effect... and/or you could give it a bonus for being in a true sleeper system
