I have tested a fit ingame using the T2 Heavy Missile Launcher where I get 4.04s rate of fire, but the exact same fit with Republic Fleet Heavy Missile Launchers gets me a ROF of 4.25. The Republic Fleet launchers have a lower base rate of fire (e.g., 11.62) vs. the T2 base rate of fire of 12.00s. Why does the ROF for the republic fleet launchers show a worse ROF when fitted?

heavy missile spec gives a 2% rof to the HML II and nothing to the RF HML

turrets ain't too bad...some t2 ammo actually a good thing to use. T2 missiles....them tradeoffs get annoying. then you have to figure out if you want to burn lps and isk to buy faction to get more perfomance with no drawbacks (well physical ones, not cost) :(.
OP...if trying to avoid t2 trains and missiles, CN is the way to go. RF good for 4 things really imo. Projectile ammo, sheild extenders (lower sig radius), 10mn AB' for tengu's and gyro's. Would sya rocket luanchers for a tight af fit but....that hole better filled with a nuet to run an active jagaur tank longer or save the cpu to put to moar gyro or te's on a jag/wolf.

RF launchers are easier to fit while having slightly better DPS then Meta 4 launchers and 15 less DPS then tech 2 with max skills. I haven't looked lately but I bet you could get a set of RF launchers for cheaper then a full set of Arblests.
Most cases specialized ammo for heavy launchers is not needed and CN launchers Out DPS even the tech 2 launchers.
CN launchers all the way for PVE.

I play the other EVE, you know, the one where Scourge Furies way outdamage T1 and are about 80% cheaper than faction.

Using Raven with single Cruise missile launcher and all skill at level 5 as an example:
T2 launcher with Wrath Fury
581 damage per 8.13 seconds = 71.46 dps
T2 launcher with CN Wrath:
521.8 damage per 8.13 seconds = 64.14 DPS
CN launcher with CN Wrath
521.8 damage per 7.91 seconds = 65.97 DPS
Read into the results what you will, as they will mean different things to different people. i.e. target size, etc.

arbalests have dropped in price since a year ago if a coming back player. Cheap enough for pvp imo if tight fitting or can't fit (I ran an arby scorpion...if my jam fu was sucking that day, rof of cruise spec 4 if I had it not saving my ass lol)
Well that and RF gear is more "rare" for some items. Most lp turn ins are for the items I mentioned above, deviate form that you pay more. RF laucnhers go for a pretty penny. So do projectile turrets (these use to be common on the market...got them cheap over a year ago, resold recently for damn I almost feel bad about this markup price lol)
