We've "only" had threads about it popping up for over one year, so... might want to use eve-search to dig up the old ones.
Long story short...
ALMOST like an EVE with giant robots on a planet instead of spaceships (in, well, space), some minor improvements, quite a few of negatives including but not limited to it being laggy as hell, unstable servers, heavily imbalanced, extremely small player population, small dev team and so on. Some of those might have been fixed to some degree, but not sufficiently to warrant removal of grievances from the list just yet. On, and not cheap either.
Potential ? Yes. Worth playing now ? Probably not yet.
P.S. Seems they're now offering 2-week trials so, why not just go ahead, look for yourself, report back.

I beta tested perpetuum
Its just a reverse engineered eve that uses robots on terrain instead of spaceships in space. The early beta was more or less identical to eve, the 'in station' environment was even the same. Almost identical to a gall station.
Its one server like eve, but a terribly small universe. Imagine if new eden only had one constellation and 6 stations.

ok I'm running the trial atm and while I haven't seen anything that seems to be a ripoff from EVE, the basics seems to be sorta like that. the game even feels like EVE felt in the first days of retail
interface is a wee bit too much cluttered like EVE too btw.
to be fairly honest, the game as it is is quite bland (like EVE was in the beginning). it has a good base to expand tho. ---

I'm not sure how much they changed it in the end, but up until the point I was still testing it was the same base mechanics. Robots had High, mid and low slots, you had armor plates and reppers, shield tanks, lasers, projectiles and missiles. Instead of em / kin / therm / exp type weapons you had em / chemical / seismic / explosive.
Same skeleton, different skin.

well yeah that seems to be a better description
the skilling is interesting tho: each skill has 10 levels. you gain X skill points per hour online or offline doesn't matter, and you "buy" the level with said points. level 1's you need to use credits too, together with skill points, and attributes influence the ammount of SP you need to use to buy a level in the skill.
it is a bit like EVE, but at the same time quite an interesting implementation.
the rest is... well the game is laggy. tbh that's the only really bad thing I have to say about it, since the game itself is interesting and has potential.
oh yeah forgot to say that there's also another bad point (if it's a sandbox one wants): pvp flag. ---
