Would this make sense? Could I use in game currency to buy real world stuff?

-PLEX compete directly with RMT - they are substitutes. All else equal, the more PLEX transactions, the less RMT.
-Having more stuff to do with PLEX increases the demand for PLEX. Since it is a substitute for RMT, you simultaneously get lower demand for RMT. This means fewer RMT-oriented farmers and botters.
Seems like a win for everyone involved. Buyers of PLEX are happy with their new options, people who want some extra ISK will be more likely to do it via legitimate channels, and chinese farming goes down.

Are you really suggesting that being able to buy merch with PLEX will slow down RMT and botting? 
PLEX existing just means illegal RMT has to be a certain percent lower than the going PLEX rate and realistically, its only here so CCP can get their taste of the RMT pie.
The second you can get tangible, physical goods with PLEX leads down a slippery slope. Not really looking forward to seeing a way to convert PLEX back into RL currency (via resale of merch)

Double taxation? Tax to buy the PLEX, still have to pay tax on the sale, no?
Awkward pricing. Store prices would need to be adjusted around the value of the item + taxes in whole multiples of PLEX, which could be complicated with international tax and conversion rates.
Interesting idea, but probably too painful to implement.
However, if you partner up with a professional "points for stuff" company and sell the PLEX for points, then that might be more practical.
